Training titled „Calibration of voltage and current measuring transformers in measuring tables” was held on 19.06.2012. and 20.06.2012. in „Electric Power Distribution Company Belgrade” Ltd., Belgrade, Department for inspection and verification of measuring instruments, Kej Oslobođenja 15, 11080 Zemun.

In laboratory of measuring transformers user, training was held by Nada Vučijak M.Sc. and Dušan Horvat from Directorate of measures and precious metals.

Within the framework of IPA 2011 Project in the part of PT activities, the introductory training for accredited calibration and testing laboratories, national metrological institutes and national accreditation bodies was realized in Ljubljana, Slovenia, from June 11-15, 2012. There are 11 PT activities initiated with total of 69 laboratories participating, out of 187 interested, from different fields of calibration and testing.

The training participants were laboratories and national accreditation bodies from the SEE region and Turkey. Project manager for PT activities and training organizer is the Laboratory of Metrology and Quality, Faculty of Electrical Engineering (MIRS/FE-LMK) University of Ljubljana, institution that is the holder of the national primary standards in thermometry and relative humidity in Slovenia.

The representatives of Directorate of Measures and Precious Metals also participated to IPA 2011 - PrePT Training for calibration/testing laboratories.

In the “Official Gazette of RS“, No. 54/12 of May 29, 2012, was published Regulation on the manner of extraordinary examination of measuring instruments, which enters into force on June 6, 2012.

This Regulation specify closer manner of extraordinary examination of measuring instruments, as well as the content and term for keeping the report on examination of measuring instruments.

In the “Official Gazette of RS“, No. 54/12 of May 29, 2012, was published Regulation on the method of determining conformity of precious metals articles on the basis of prescribed documents, which enters into force on June 6, 2012.

This Regulation prescribes the manner of determining conformity of precious metals articles with the prescribed requirements on the basis of documents, as well as the content of these documents.

In the “Official Gazette of RS“, No. 54/12 of May 29, 2012, was published Regulation on manufacturer, importer or representative, and fineness mark, which enters into force on June 6, 2012.

This Regulation specify closer content, form and dimensions of the manufacturer, importer or representative, as well as fineness mark on the precious metals articles.

9th International Convention on Quality JUSK ICQ 2012 was held at the Faculty of Mechanical Engineering from June 5-7, 2012. Representatives of the Directorate of Measures and Precious Metals took part in the work of the Convention on June 5th and 6th, 2012.

At the opening ceremony of the International Convention on Quality JUSK ICQ 2012 during the award ceremony for the contribution to the development of quality in Serbia, was awarded “for a special personal contribution to the development and expansion of the mission on quality in Serbia and improvement of national movement for quality” Director of the Directorate of Measures and Precious Metals, Mrs. Vida Zivkovic, M.Sc. This award is recognition for perennial effort and great results in the field of quality infrastructure in Serbia.

Third Special Conference – National Metrology System – status and future development within the International Convention on Quality JUSK ICQ 2012 was held in Belgrade on June 6, 2012.

The conference was chaired by Vida Zivkovic, M.Sc., Director of Directorate of Measures and Precious Metals (DMDM), Lucija Dujovic, Assistant Director of Control and Supervision Sector in DMDM, Boris Lastro, Assistant Director of Metrology Development Sector and Quality Manager in DMDM, Slavica Simic, Head of Group for thermometry and Deputy Quality Manager in DMDM, and Bojan Bokic from Center for Photonics, Institute of Physics, Belgrade.

Third Special Conference was devoted to the news in organization of DMDM, appearance of authorized bodies for verification of measuring instruments, as well as certain new methods of calibration and testing.

Institute for Standardization of Serbia held a constitutive session of the Commission on standards and related documents in the field of quantities, units and measuring instruments KS A012 (http://www.iss.rs/tc/?national_committee_id=1). Three representatives of the Directorate of Measures and Precious Metals are members of Commission: Mrs. Nada Vucijak, M.Sc., Mr. Slobodan Zelenika, and Dr. Zoran Markovic.

Program of the Commission covers standards issued by the Technical Committee of the International Organization for Standardization ISO/TC 12 – Quantities and units, and standards of the European Committee for Standardization CEN/SS F05 – Measuring instruments.

Commission Work Plan for 2012 envisages a complete translation of standard ISO 80000 – Quantities and units, which has 14 parts.

As a part of celebration of World Metrology Day, Directorate of Measures and Precious Metals was pleased to host professors and students of the third year of Faculty of Organizational Sciences in Belgrade, who expressed their particular interest in metrology again this year.

Presentation on Directorate and the importance and role of metrology in our daily life was held to students. Professional visit continued with visit of laboratories of Directorate, where students had the opportunity to ask questions from their sphere of interest.

4th International Metrology Conference – CAFMET 2012 was held in Marrakesh, Morocco, on April 23-27 organized by the African Committee of Metrology – CAFMET.

Conference program included presentation of works by authors from different countries and different fields of metrology grouped by sessions, and poster session and presentation of the manufacturers of measuring equipment at special booths for display of measuring equipment.

Representatives of the Directorate of Measures and Precious Metals (DMDM) at the Conference were Mrs. Vida Zivkovic, M.Sc., Director of the Directorate and Mr. Slobodan Zelenika, Head of the Group for dimensional quantities and acoustics in DMDM. Representatives of the Directorate were presented two papers at the Conference.

According to Plan of supervisory assessment of accredited organizations, Accreditation Body of Serbia (ATS) and Hellenic Accreditation System (ESYD), on April 25, 2012 was realized first regular supervisory assessment of Directorate of Measures and Precious Metals.

Based on Quality Management System according to ISO/IEC 17025, Directorate of Measures and Precious Metals, Metrology Development Sector, Group for dimensional quantities and acoustics, proved its competence for calibration of end gauges by interferometric methods, and Section for electrical quantities for testing of electrical energy meters.

At the meeting of Multilateral Agreement Council of the European co-operation for Accreditation (EA), held in Copenhagen on April 18 and 19, 2012, a decision was made to sign bilateral agreement (BLA) on recognition of accreditation between the ATS and EA on the basis of the report produced after the ATS had been peer evaluated in case of the following fields of accreditation: testing laboratories, medical laboratories, calibration laboratories, inspection bodies and certification bodies operating certification of products.

This actually means that accreditation system established in the republic of Serbia is equivalent to those of other countries signatories to bilateral/multilateral (BLA/MLA) EA agreements on recognition of accreditation, and reports and certificates issued by Serbian accredited CABs are recognized in these countries.

Directorate of Measures and Precious Metals had a pleasure to host pupils of International School of Belgrade (ISB) on April 18, 2012.

Welcome to the “house of measurements”, in which the most precise and accurate measurements are performed, wished the guests Mrs. Vida Živkovic, M.Sc., Director.

Pupils are than addressed by Mr. Boris Laštro, Assistant Director, who gave a presentation on the use of optical means for measuring the length and time.

Professional visit continued tour of Directorate laboratories, in which national standards of SI units are kept and where the most accurate methods of calibrations are applied for dissemination of SI unit values to end users and for establishment of link with international standards.

Interesting part of the visit contributed to the Directorate of Measures and Precious Metals metrologists display of standard and measuring equipment and work in laboratories for testing and calibration. They were happy to answer questions from visitors to their sphere of interest.

We wish that dear guests from ISB with this visit to our institution acquire knowledge about the importance of accurate measurements in everyday life.

In the „Official Gazette of RS“, No. 22/12 of March 23, 2012, was published Regulation on the manner of type examination of measuring instruments for certain types of measuring instruments, which enters into force on March 31, 2012.

This Regulation prescribes how to perform type examination of measuring instruments for which a type approval cerificate must be issued.

Opening of the fuel station for ships in Novi Sad, or terminals at which the boats on the rivers to supply fuel, was attended by the management of the Directorate of Measures and Precious Metals.

With the opening of this station NIS launched a new business – reliable supply of ships and marine companies with quality fuel at major waterway routes in the Republic of Serbia.

At the newly opened fuel station operates two independent lines – the first is for the internal market, and second, as a customs warehouse, for ships that move outside the Republic of Serbia.

In the “Official Gazette of RS“, No. 16/12 of March 7, 2012, was published Regulation on the form and content of the official identity card of the person authorized to carry out metrological supervision, which enters into force on March 15, 2012, and takes effect from April 14, 2012.

This Regulation specifies form and content of the official identity card of the person authorized to carry out metrological supervision, and the manner of keeping records of issued identity cards.

In the “Official Gazette of RS”, No. 9/12 of February 5, 2012, is published Regulation on the manner of recognition of foreign hallmarks on precious metals articles, which will come into force on February 13, 2012.

This Regulation shall closely prescribe the manner of recognition of foreign hallmarks on the precious metals articles.

The Government of Republic of Serbia has adopted by its Conclusion 05 No 037-9932/2011 at its session held on January 26, 2012, the Report on participation of the delegation of Republic of Serbia to the 24th General Conference on Weights and Measures (CGPM), held in Paris in period from October 17 to 21, 2011.

The Information Center for Business Standardization and Certification (BSC) at Faculty of Technical Sciences in Novi Sad, has organized on January 25, 2012, a Conference entitled „Development of quality infrastructure in metrology, standardization, accreditation and certification”. The Conference was dedicated to the anniversary of the establishment of this Centre and on this occasion the speakers were: Mrs. Joanna Gajdek, M.Sc., Director of the Austrian Standards Institute; Mrs. Vida Zivkovic, M.Sc., Director of Directorate of Measures and Precious Metals; Mr. Ivan Krstic, M.Sc., Director of institute of Standardization of Serbia; Mrs. Dusanka Santovac, Senior Advisor of the Accreditation Board of Serbia; Prof. Dr. Valentina Marinkovic, Vice President of JUSK; Mrs. Marija Vujakovic, Director of BSC Centre; Prof. Dr. Dragutin Stanivukovic, Director of CETA CONSULTING; Doc. Dr. Zoran Klaba, Director of IBA-ADA, and Dr. Stevan Odri.

Director of the Directorate of Measures and Precious Metals, Vida Zivkovic, presented a paper entitled „Development of Metrology in Serbia – The importance of metrology for quality infrastructure and the role of the Directorate of Measures and Precious Metals”.

In the seminar for accredited conformity assessment bodies of Accreditation body of Serbia „ATS in Europe and the world – recognition of accreditation system”, held on January 25, 2012 in Belgrade, participated the Directorate of Measures and Precious Metals as a part of quality infrastructure in the Republic of Serbia.

Presentation on “Experiences of the Directorate in operation of authorized bodies for performing verification of measuring instruments” was presented by Lucija Dujovic, Assistant Director for Control and Supervision Sector in DMDM.

Directorate of Measures and Precious Metals hosted students of Polytechnic academy, from Belgrade, on January 19, 2012. On that occasion, the students were acquainted with the most important information related to the metrology system in the Republic of Serbia with special emphases on the role of DMDM, as a National Metrology Institute of the Republic of Serbia. Laboratories in DMDM were briefly presented.

Professional visit included a tour of laboratories of Directorate, in which national standards of SI units are kept and where the most accurate calibration methods are applied for dissemination of values of SI units to end users and establishment of link with the international standards. Students were introduced also with the measurement methods, standard and measuring equipment in laboratories for testing and calibration, including the questions of students from their sphere of interest.
