Directorate of Measures and Precious Metals, on November 6, 2012, was certified integrated quality management system (ISO 9001), environmental management system (ISO 14001) and occupational health and safety management system (OHSAS 18001). On behalf of the certification body American Quality Assessors International - AQA Europe, which made certification, Professor Paul M. Andre presented certificate to representatives of Directorate in premises of DMDM on December 18, 2012, congratulating the certification. The certificate applies to the following scope of work: test/calibration of measurement equipment, verification and type approval of measuring instruments, development of new and improvement of existing standards of the Republic of Serbia, including methods of calibration, inspection and hallmarking of precious metals articles, making a decision on sign of precious metals articles producer and metrology supervision.

On November 20, 2012, the Agreement on cooperation was signed between the Directorate of Measures and Precious Metals and the Institute of Electrical Engineering Nikola Tesla. The main objective of the Agreement is to establish business cooperation between the DMDM and the Institute. The agreement was signed by Vida Zivkovic, M.Sc., Director of DMDM, and Dr. Dragan Kovacevic, Director of the Institute of Electrical Engineering Nikola Tesla.

In the period from October 1 to 5, 2012, in Bucharest, Romania, was held the 14th Conference of the International Organization of Legal Metrology (OIML) and 47th Meeting of the International Committee of Legal Metrology (CIML). The host of these meetings was Romanian Bureau of Legal Metrology (BRML).

The delegation of the Republic of Serbia in these meetings consisted of Vida Zivkovic, Director, and Lucia Dujovic, Assistant Director in Directorate of Measures and Precious Metals. At meetings were discussed strategic issues relevant to the work of this Organization and the future development of legal metrology in the world. The Conference adopted 16 Resolutions for the adoption of which voted the delegation of the Republic of Serbia.

Train Mic Course

In the period of December 12-13, 2012, Accreditation Board of Serbia (ATS), also this year, as part of cooperation with the Directorate for Measures and Precious Metals, organized course for representatives of testing laboratories. Course was realized by National Train Mic (Training in Metrology in Chemistry) Team licensed by the Institute for Reference Materials and Measurements (IRMM), Geel, Belgium.

Organized by the Directorate of Measures and Precious Metals on December 26, 2012, joint meeting of all employed in the Directorate was held in Zrenjanin. Meeting was held at the Department of Control and Supervision (OKN) Zrenjanin, which this year marks the tenth anniversary of the work in current building.

Meeting was opened by Mrs. Vida Zivkovic, M.Sc., Director of the Directorate for Measures and Precious Metals, welcomed the participants of another, now traditional annual gathering of Directorate employees and thanked employees of Department of Control and Supervision in Zrenjanin for the warm welcome. After that, Mr. Mile Bacic, Head of OKN Zrenjanin, welcomed the attendees and gave an overview of the history of the Department of Control and Supervision in Zrenjanin, construction and operation of the existing facility in the past.

Meeting continued with the presentation of Mrs. Zivkovic, Director of DMDM, on the most important activities implemented in the year 2012.

Directorate of Measures and Precious Metals hosted students from Mechanical Engineering Faculty of the Belgrade University – Production mechanical engineering group, on December 19, 2012. The aim of study visits, within the subject Production Technology and Metrology, was presenting the work of the Directorate.

On behalf of Directorate, the students were greeted by Tatjana Cincar-Vujovic, Chief of Department for electrical quantities. In her introductory speech, Tatjana Cincar-Vujovic acquainted them with metrology system in the Republic of Serbia, with special reference to the role of DMDM as the National Metrology Institute of the Republic of Serbia. Briefly were presented DMDM laboratories where national standards of SI units are kept and the most accurate calibration method are applied for transmitting values of SI units to end-users to establish link with international standards.

In Bulgarian Institute of Metrology – BIM on December 4 and 5, 2012 was realized peer visit by technical experts of the Directorate of Measures and Precious Metals (DMDM) in the fields of mass, temperature, electrical quantities and length.

Second phase of EURAMET Project No. 1208 was realized on the basis of EURAMET Guide for on-site visits and standard ISO/IEC 17025:2005, in the mentioned fields of metrology, for all published calibration services – CMCs in BIPM KCDB and for those CMCs which are being revised or are planning to be submitted to their RMO. The two-day interactive work in collegiate atmosphere, sharing expert knowledge, results the perceptions of the management system in BIM, given in the peer visit report. Results of peer visit from the report and eventual improvement of the quality management system in Bulgarian Institute of Metrology will be presented at the meeting TC-Q, 2013, in Sarajevo, Bosnia and Herzegovina.

Accreditation Body of Serbia (ATS) has signed the ILAC MRA agreement in the field of calibration, testing and inspection, and IAF MLA agreement in the field of product certification during the annual meeting of the International Accreditation Forum (IAF) and International Laboratory Accreditation Cooperation (ILAC) held during the period from October 16 to 26, 2012, in Rio de Janeiro, Brazil. At the dinner, held on October 25, 2012, Accreditation Body of Serbia signed the ILAC MRA agreement for calibration, testing and inspection fields, and IAF MLA agreement in the field of product certification.

In the PTB Project „Support to quality infrastructure in Serbia”, a Workshop on how to apply the Measuring Instruments Directive (MID) and Non-automatic Weighing Instruments Directive (NAWID), which will be transposed into the legislation of the Republic of Serbia by 2012 in the form of Regulations on measuring instruments and Regulations on non-automatic weighing instruments, was held from October 31 to November 2, 2012. The Workshop was conducted by Dr. Peter Ulbig, Head of Department for tasks mixing technical and infrastructure issues related to metrology, in the German national metrology institute PTB.

The training was attended by representatives of manufacturers of measuring instruments in the field of legal metrology, as well as representatives of the bodies authorized for verification of measuring instruments tasks.

Directorate of Measures and Precious Metals (DMDM) took part in the Eighth CROLAB conference - Laboratory Competence 2012 - Sibenik, from October 10-13, 2012. Conference was dedicated to the position and role of the laboratory in the region of Croatia, with the aim of improving cooperation and contacts with laboratories in neighboring countries, EU member states and future EU member states.

DMDM was presented with the paper on metrology infrastructure in the Republic of Serbia, by Vida Zivkovic, DMDM Director, which was presented by Jelena Bebic, advisor in DMDM.

Ending Daylight Saving Time

On the basis of the Law on time calculation („Official Gazette of SCG”, No. 20/2006) in 2012 daylight saving time ends on Sunday, October 28, 2012, in 3 h 00 min 00 s, so that, by moving back by one hour, the time of 3 h 00 min 00 s counts as 2 h 00 min 00 s.

Hour that on October 28, 2012, due to moving back by one hour, appears twice between 2 h 00 min 00 s and 3 h 00 min 00 s marks the first time as an hour 2A and the second time as an hour 2B.

The international journal „International Journal of Metrology and Quality Engineering”, Volume 3, Number 1, published work - V. Zivkovic, S. Zelenika, G. Stefanovic: Uncertainty evaluation for the gauge block calibration using the modified DMDM gauge block interferometer.

Representatives of the Directorate of Measures and Precious Metals (DMDM) Vida Zivkovic M.Sc., Director of Directorate, and Slobodan Zelenika, Head of the Group for dimensional quantities and acoustics of DMDM, have presented this paper at the 4th International Metrology Conference - CAFMET 2012, held from April 23 to 27 in Marrakech, Morocco, organized by the African Committee of Metrology – CAFMET, within the session Dimensional and Optical Measurements.

On October 8, 2012, International Bureau of Weights and Measures (BIPM) admitted Calibration and Measurement Capabilities (CMCs) for 13 services for calibration of measuring instruments of unit volume of liquids that Directorate of Measures and Precious Metals performs. To Directorate of Measures and Precious Metals were recognized calibration and measurement capabilities that are implemented using the gravimetric method of liquid volume measurement range from 10 µL to 500 L and the volumetric method of measuring liquid volume from 1 L to 5000 L. The basis for the recognition of calibration and measurement capabilities are results achieved in EURAMET projects.

Directorate of Measures and Precious Metals, was on September 25 and 26, 2012, the host of the Fifth Meeting of EURAMET-WELMEC Focus Group on Facilitating National Metrology Infrastructure Development. Directorate prepared and organized the meeting in cooperation with EURAMET (European regional metrology organization) and PTB - International Technical Cooperation.

In work of the Focus Group participated 35 eminent experts, representatives of National Metrology Institutes (NMIs) from 16 countries of EUROPE, as well as representatives EURAMET, WELMEC (European Cooperation in Legal Metrology), representatives of PTB, representatives of the German Society for International Cooperation GIZ, representatives of the National accreditation bodies (NAB), and the Ministry of Finance and Economy of the Republic of Serbia.

The agenda of the meeting included the following: internal matters of Focus Group, the status of the transition to the Joint Technical Committee of EURAMET and WELMEC, the current status of proposals of EMPIR projects, experience in registration and participation of existing EMRP projects, the adoption of guidelines for Capacity Building in the frame of EMPIR and EMRP projects , tasks for the new Joint Technical Committee (metrology infrastructure development), a summary of news from TC-Q, the board of directors of EURAMET and WELMEC, review of projects organized on a national and regional basis, and development of an action plan. After the conclusions of the meeting held in Belgrade, it was decided that the next meeting be held in Turkey in 2013.

The meeting was opened by Mrs. Jelena Popovic, Deputy Minister of Finance and Economy. She has presented key activities and results achieved in recent years in quality infrastructure in Serbia, highlighting the news and results in metrology. The guests were welcomed and made an opening statement Mrs. Vida Zivkovic, Director of Directorate of Measures and Precious Metals and co-chairman of Focus Group for organization. The meeting was chaired by Mr. Janko Drnovsek, Vice President of EURAMET.
At the meeting was discussed internal matters of Focus Group, submitted a general report on the work in the previous year and current activities. Also, specifically was discussed the preparation of a proposal for a new European development and innovation project in the field of metrology EMPIR, possible transformation of the Focus Group in Technical Committee EURAMET TC and scope of its work (ToR), PTB regional project on quality infrastructure, IPA 2011 regional projects and on PTB and GIZ project in the Republic of Serbia.

The fifth meeting of the Focus Group emphasized the importance of having quality infrastructure strategy that includes the strategic development of key quality infrastructure institutions such as the Directorate for Measures and Precious Metals, Accreditation Board of Serbia and Institute for Standardization.

After the end of the official part of the meeting, Focus Group participants visited the Museum of Nikola Tesla and DMDM laboratories.

In the "Official Gazette of RS", No. 72/12 of July 26, 2012, was published the Law on Ministries, which came into force on the date of publication.

Article 4 Paragraph 6 of this Law provides that Directorate of Measures and Precious Metals is authority within the Ministry of Finance and Economy and performs professional tasks and duties of the state administration related to: control of measures and precious metals; legal units of measurement; standards; measuring instruments; as well as other duties prescribed by the law governing the metrology and other laws.

On July 24, 2012 the Directorate of Measures and Precious Metals (DMDM) and the Bureau of Metrology of Macedonia (BOM) signed a Memorandum of Understanding and Cooperation. Memorandum of Understanding and Cooperation was signed by Mrs. Vida Zivkovic, Director of DMDM, and Mr. Dimitar Parnadziev, Director of BOM.

Memorandum of Understanding and Cooperation should provide, among other things, promotion of DMDM and BOM cooperation through sharing information and experience in the field of metrology, organization of mutual visits of experts, participation in seminars, workshops and other.

In the “Official Gazette of RS”, No. 56/12 of June 5, 2012, is published Regulation Amending the Regulation on Conditions for Performing Verification of Measuring Instruments, which will come into force on June 13, 2012, and become operative upon the expiry of three months from the date of entry into force.

This Regulation modified certain conditions on performing verification of measuring instruments.

Workshop on prepackages

Workshop on prepackages was held from June 11–13 in Directorate of Measures and Precious Metals within the Project in cooperation with german Metrology institut (PTB). Lead trainer was Mr. Klaus Helmoldt, legal metrology officer in Germany.

Participants were employees in Control and Surveillance Sector of Directorate of Measures and Precious Metals. Workshop was consisted of theoretical and practical part.

Directorate of Measures and Precious Metals (DMDM) participates in project EURAMET 1187 „Comparison of Instrument Current Transformers up to 10 kA“. The aim of comparison is to demonstrate measurement capabilities of European National Metrological Institutes (NMI).

Pilot laboratory is CMI Prague, Czech Republic, which supplied travelling standard current transformer.
It is expected that all NMI will finish their measurements until September, 2013.
