Within JUSK International Convention on Quality – JUSK ICQ 2014, at Faculty of Mechanical Engineering in Belgrade, on June 4, 2014, organized by Directorate of Measures and Precious Metals (DMDM) and Accreditation Body of Serbia (ATS) was held the fifth Special Conference „National Metrology System – current situation and future development” and the sixth Special Conference „National Accreditation System – current situation and future development”.

Meetings were opened and welcomed participants by Mrs. Vida Živković, M.Sc., Director of DMDM, and Mrs. Jasna Stojanović, Acting Director of ATS.

Conferences were an opportunity for a constructive exchange of professional experience, through quality presentation of papers on development projects and plans, promotions and examples from practice.

In the ”Official Gazette of RS”, No. 57/14 of May 30, 2014, is published Harmonized dinar amounts from Tariff of republic administrative fees.

Dinar amounts of republic administrative fees prescribed by the Law on republic administrative fees in part – Tariff of republic administrative fees, which is a part of the Law on republic administrative fees (”Official Gazette of RS”, No. 43/03, 51/03 – correction, 53/04, 42/05,61/05,101/05 – other law, 42/06, 47/07, 54/08, 5/09, 54/09, 35/10, 50/11, 70/11, 55/12, 93/12, 47/13, and 65/13 – other law), are adjusted by the annual consumer price index, published by the Republic Statistical Bureau, for the period from May 1, 2013 to April 30, 2014.

As part of continuing research of needs for traceability in the fields of chemical and medical measurements and measurements in the field of environmental protection, which is part of the project “Support to Quality Infrastructure in Serbia” established between the Department for Quality Infrastructure of the Ministry of economy of the Republic of Serbia on the one hand and the German NGO for technical assistance GIZ, as well as the German Institute of Metrology PTB on the other hand, Dr. Tin Win, involved in the project by the PTB, was in Serbia from May 26 – 30, 2014.

During the visit, was organized a two-day training workshop on “Organization, implementation and statistical evaluation of PT schemes based on the standard ISO 17043”. Training was attended by representatives of the Accreditation Body of Serbia, NIS-Naftagas, PUC Belgrade power plants, Institute of meat hygiene and technology from Belgrade, Agency for environmental protection, Faculty of Pharmacy, Belgrade, Institute for food technology, Novi Sad, as well as representatives of the Directorate of Measures and Precious Metals. Trainers were Dr. Tin Win and Mrs. Jelena Bebić from Directorate of Measures and Precious Metals.

On the last day of his visit Dr. Win visited the laboratories of the Faculty of Pharmacy, University of Belgrade.

Accreditation Body of Serbia (ATS) on May 27, 2014, was signed, on 33rd session of the General Assembly of the European Organization for Accreditation (EA), a new Multilateral agreement on mutual recognition of equivalence of accreditation systems within the EA (EA MLA), which now, in addition to field testing, calibration, inspection and certification of products, includes the management system certification and certification of persons. By signing this agreement ATS is among the first domestic institutions whose work is in line with European legislation and international standards, and recognized by the relevant European institutions.

Members of the Board of the Association of accredited conformity assessment bodies (CABs), at the third session of Board, joined call of the Serbian Chamber of Commerce (PKS) that all companies according to their abilities help in flooded areas.
Board sent a plea to all accredited CABs to provide health and hygiene testing of food and water for flooded areas free of charges or at reduced prices.

In the work of the Board of the Association of accredited conformity assessment bodies participated Mrs. Vida Živković, M. Sc., Director of the Directorate for Measures and Precious Metals, who pointed out that in the 21th century, water and food safety and ecology are focused primarily.

Mrs. Jasna Stojanović, Acting Director of Accreditation Body of Serbia, said that all will engage in the flooded areas to facilitate the work of these bodies. She also noted the importance of quality established system of accreditation and conformity of quality control, which is a condition for Serbia to become member of the World Trade Organization and European Union.
At the meeting of the Board of the Association of accredited CABs it was decided to form a Grouping of certification bodies and Grouping of metrology.

Visits of students of Physics, Faculty of Sciences in Kosovska Mitrovica to Directorate of Measures and Precious Metals have become traditional and are held to meet Metrology Day.

At request of Doc. Dr. Branko Drljača, Directorate of Measures and Precious Metals organized a visit of students.
On Metrology system of the Republic of Serbia and the role of the Directorate, on the existence of national standards as a first condition for regulated metrology structure and activities of Directorate, students learned through the promotional film about the Directorate, and then an expert visit to the Directorate continued with visits to the laboratories for temperature, time, photometry, length and mass.

In addition to theoretical knowledge of metrology, which was adopted in the Measurement of physical quantities course, the students were introduced with the realized, most accurate calibration methods for dissemination of values of SI units to end users. Students also had the opportunity to meet with research to improve SI units, performed by the Directorate, through realization of the new and improvement of the existing national standards and ensuring their traceability to the international level.

Directorate of Measures and Precious Metals on May 15, 2014, organized one-day internal training for employees of the Departments for control and supervision of Belgrade, Niš, Novi Sad, Subotica, and Kruševac, and Group for certification, which are entrusted with verification and type approval of measuring systems for compressed gaseous fuel for vehicles.

Training presents guidelines for the application of the Rules of measuring systems for compressed gaseous fuel for vehicles (”Official Gazette of RS”, No. 9/14), with special emphasis on measurement equipment and measuring methods for type testing, verification, inspection and marking of measuring systems. At training was presented an appropriate presentation of Dr. Branislav Tanasić, Stanislav Aleksić and Ljiljana Mićić from the Group of volume and flow.

Directorate of Measures and Precious Metals (DMDM) and the Accreditation Body of Serbia (ATS) within JUSK International Convention on Quality - JUSK ICQ 2014 - (http://www.jusk.org/) organize the Sixth Special Conference "National Accreditation System - State and Future Development" and the Fifth Special Conference "National Metrology System - Current Situation and Future Development", which will be held on Wednesday, June 4, 2014, at the Faculty of Mechanical Engineering, Belgrade.

In the ”Official Gazette of RS”, No. 47/14 of May 1, 2014, is published the Decision on the allocation of working time in the Government Ministries, Special Organizations and Services, Republic Public Attorney and Public Agencies, which stipulates that working time begins at 7:30 am and ends at 3:30 pm. In accordance with this Directorate of Measures and Precious Metals harmonizes its working time.

In the "Official Gazette of RS", No. 44/14 of April 26, 2014, was published the Law on Ministries, which came into force on the date of publication.

Article 4, Paragraph 3, of this Law provides that Directorate of Measures and Precious Metals is authority within the Ministry of Economy and performs professional tasks and duties of the state administration related to: control of measures and precious metals; legal units of measurement; standards; measuring instruments; as well as other duties prescribed by the law governing the metrology and other laws.

On April 15, 2014, Agreement was signed on scientific, expert and technical cooperation between the Faculty of Mechanical Engineering, University of Belgrade, and Directorate of Measures and Precious Metals. In order to strengthen relations and to cooperate in matters of common interest, the agreement was signed by the Dean Prof. Dr. Milorad Milovančević on behalf of Faculty of Mechanical Engineering and Mrs. Vida Živković, M.Sc. on behalf of Directorate of Measures and Precious Metals.

The aim of the cooperation between the two institutions is interconnection and pooling of resources in the areas of scientific, educational, professional and business-technical programs of common interest and contribute to better addressing scientific research, expert and business-technical problems of each of the parties.

In the framework of cooperation DMDM and Faculty of Mechanical Engineering will especially promote the role and importance of metrology in the field of education; jointly engage in scientific and professional work, particularly within the EMPIR (European Metrology Program for Innovation and Research) projects; will jointly perform at scientific and expert conferences in the country and abroad; contribute to creating favorable conditions for the improvement and implementation of scientific knowledge useful for industry and other interested parties in our country and common activities that contribute to more efficient EU accession.

Directorate of Measures and Precious Metals in the period from April 14 to 16, 2014 organized a three day-trainings for technical experts/assessors and representatives of the authorized bodies which are entrusted with the task of verification of medical thermometers, electricity meters and automatic liquid level gauges in fixed storage tanks.

Training presents guidelines for implementation of the Regulation on medical thermometers (”Official Gazette of RS”, No. 118/13), Regulation on reactive energy electricity meters of accuracy class 2 and 3 (”Official Gazette of RS”, No. 118/13) and Regulation on automatic liquid level gauges in fixed storage tanks (”Official Gazette of RS”, No. 114/13), with special reference to the minimum requirements for measuring equipment and measurement methods for verification, inspection and marking, based on corresponding annexes of the mentioned regulations, as well as other by-laws that are associated with the verification of measuring instruments.

Interest for training was reported by a total of 44 participants, seven assessors / technical experts and 37 representatives from 15 of the authorized bodies for verification of measuring instruments. Participants of the training for verification of the above mentioned measuring instruments rated courses as useful and welcomed the idea of organization of similar ones in the next period.

Pre-packaged Products – Seminar

Seminar on the implementation of the Regulation on pre-packaged products was held on April 15, 2014, organized by the Regional Chamber of Commerce Valjevo and Directorate of Measures and Precious Metals, at the premises of Regional Chamber of Commerce Valjevo.

The coordinator of the seminar Branka Radanov, M.Sc., welcomed the guests on behalf of the Directorate of Measures and Precious Metals and on behalf of the Regional Chamber of Commerce Valjevo the meeting was opened by Vice-President of the Chamber, Mr. Petar Nikolić. Seminar was aimed at introducing the target group with the Regulation and registration of packers and importers from Valjevo district. Seminar was realized to include the theoretical and practical parts (workshop and guidelines to packers). Speakers were a team from the Directorate: Branka Radanov, M.Sc., Ljiljana Mićić, Tamara Kalinić, Dušan Jovanović, Boško Stefanović, Aleksandar Kostić, and Ruža Krajninger-Vuković.

In the ”Official Gazette of RS”, No. 39/14 of April 9, 2014, is published Regulation on moisture meters for cereal grains and oilseeds, which will come into force on April 17, 2014.

This regulation prescribes the requirements for moisture meters for cereal grains and oilseeds, their labeling, documentation, method of determining compliance with metrological requirements for moisture meters, methods of measurement, method of type examination of moisture meters, and the manner and conditions of verification of moisture meters.

In the ”Official Gazette of RS”, No. 39/14 of April 9, 2014, is published Regulation on sound level meters, which will come into force on April 17, 2014.

This regulation prescribes the requirements for sound level meters, method of determining compliance with the requirements for measuring instruments, their labeling, method of type examination of measuring instruments, methods of measurement, and the manner and conditions of verification of measuring instruments

This regulation applies to measuring instruments intended for measurement of noise in the living and working environment, healthcare and people safety.

In the ”Official Gazette of RS”, No. 39/14 of April 9, 2014, is published List of Serbian standards in the field of measuring instruments and List of Serbian standards (normative documents) in the field of measuring instruments.

Organized by the Directorate of Measures and Precious Metals (DMDM), on April 10, 2014, in the premises of the Palace of Serbia, the Internal training of persons responsible for conducting metrological supervision was held. Training was attended by staff from all DMDM sections for control and supervision.

Chair, Lucija Dujović, Assistant Director, welcomed the gathering, wished the participants a successful continuation of cooperation and pointed out that this type of training was initiated by the new Regulation on internal organization and job systematization in the Ministry of Economy, which part is DMDM. Purpose of amendments to the systematization, among other things, is re-organization of Sector for control and supervision, within whose tasks a special emphasis was made on metrological supervision. Need for increased conducting of metrological supervision comes from the fact that there are a large number of the authorized bodies for performing verification of measuring instruments.

Within training, the experiences of DMDM on conducting metrological supervision were presented through the following presentations:

TrainMiC Course

Organized by the Directorate of Measures and Precious Metals, Serbian Chamber of Commerce and the Accreditation Body of Serbia, under the auspices of the European Commission and the Institute for Reference Materials and Measurements (IRMM) as the project carrier, the Serbian Chamber of Commerce held a TrainMiC - A training program for the measurement in chemistry, in a period of March 26-27, 2014. Course participants were representatives of accredited laboratories for testing and calibration, universities, industry and laboratories in the accreditation process. Topics presented in this course related to the traceability of the measurement results, the validation of methods of measurement, the uncertainty of measurement results and internal control according to standard ISO/IEC 17025.

On the basis of the Low on calculation of time (”Official Gazette” No. 20/06) daylight saving time in 2014 begins on March 30, 2014 at 2 h, 00 min, 00 s, so that, by moving forward by one hour, time at 2 h, 00 min, 00 s, is calculated as 3 h, 00 min, 00 s.

Directorate of Measures and Precious Metals (DMDM) participates in key comparison EURAMET.L-K8.2013 - EURAMET Project 1245: Calibration of surface roughness standards.

EURAMET.L-K8.2013 is key comparison that is launched to provide the technical basis for checking measurement capabilities (CMCs) of National Metrology Institute (NMI) laboratories in the field of calibration of surface roughness standards. DMDM in this field of measurements still does not have, but plans to publish, CMCs in the BIPM database under international arrangement CIPM MRA, and that this comparison should also confirm.
