Metrology is Important in the Process of Accession to the EU
Thanks to the adopted European directives, local manufacturers of various kinds of measuring instruments can place products on the EU market.
Group for Metrology of the Association of accredited conformity assessment bodies at the Serbian Chamber of Commerce in the coming period will work to promote cooperation with relevant institutions in the field of interpretation and implementation of the new regulations.
Defined were priorities, including strengthening cooperation with the Accreditation Body of Serbia, Directorate of Measures and Precious Metals, the Institute for Standardization of Serbia and the relevant ministries in order to simplify and speed up procedures, harmonization of criteria, education and exchange of information and experience. Possibilities for the organization of expert seminars and trainings, international cooperation and taking over good practice were discussed.
Lucija Dujović, Assistant Director of the Directorate of Measures and Precious Metals and deputy chairman of the Group for Metrology, at the second meeting of the Group, presented the current developments and planned activities of the Ministry of Economy and Directorate of Measures and Precious Metals in the field of metrology. According to her, during the EU accession process metrology plays an important role. In the negotiation process within the chapter Subgroup 1 – Free movement of goods and services, in Brussels, where was held bilateral screening, the results achieved in harmonization and implementation of regulations were very highly rated in the area of quality infrastructure, particularly in metrology.
Over the past year, European Directive on measuring instruments (MID) was transposed into our Regulation on measuring instruments, Directive on non-automatic weighing instruments (NAWI) into Regulation on non-automatic weighing instruments, while the EU directives relating to pre-packaged products were transposed into Regulation on pre-packaged products.
This has created the conditions for local manufacturers may place their products, especially including various kinds of measuring instruments, on the EU market.

Workshop on „Awareness Raising Principles”
Within the activities of EURAMET Focus Group on Facilitating National Metrology Infrastructure Development from September 17 – 18, 2014 in Braunschweig, Germany, in the premises of the National Metrology Institute of Germany (PTB - Physikalisch-Technische Bundesanstalt) the workshop on „Awareness Raising Principles” was held.
Workshop was aimed at exploring the principles of communication, exchange of experiences of National Metrology Institutes representatives in promoting metrology and raising awareness of its importance, definition of communication channels and means. Their experiences in the field were presented in detail by representatives of EURAMET, PTB, participants from Ireland, Turkey and China.
Workshop was attended by representatives of the Directorate of Measures and Precious Metals, Mrs. Vesna Petrovic, M.Sc. and Mrs. Jasmina Pavlovic. To workshop participants were presented the website of the Directorate and a promotional film of DMDM, which was positively assessed.

Regulation on pressure gauges for measuring blood pressure
In the "Official Gazette of RS", No. 86/14 of August 15, 2014, the Regulation on pressure gauges for measuring blood pressure is published, which will come into force on August 23, 2014, and will be applicable as of 1 January 2015.
This Regulation prescribes requirements for gauges for measuring blood pressure (hereinafter gauge), marking gauges, the method of determining compliance with these requirements, manner of type examination, measuring methods, and the manner and conditions for verification of pressure gauges.
This regulation applies to gauges for non-invasive blood pressure measurement, as follows:
1) mechanical pressure gauges (manometers, mercury column, aneroid gauges with elastic measuring element);
2) electromechanical gauges and measurement systems for measuring blood pressure.
This regulation applies to gauges that in order to protect the health, the health service uses in terms of the law governing health care, ie. blood pressure measurements in order to monitor the health, diagnosis and medical treatment.
Regulation on measuring instruments for brake force in motor vehicles
In the "Official Gazette of RS", No. 86/14 of August 15, 2014, the Regulation on measuring instruments for brake force in motor vehicles is published, which will come into force on 23 August 2014, and will be applicable as of 1 June 2015.
This regulation defines the requirements for measuring the brake force on motor vehicles and trailers (hereinafter referred to as measuring instrument), marking measuring instruments, the method of determining compliance with these requirements, manner of type examination, measurement methods, and the manner and conditions for verification criteria.
This regulation applies to measuring instruments used in the operation and control of road safety in the technical inspection of vehicles on the lines of the technical inspection.
Agreement Signed on Cooperation between the Faculty of Physics, University of Belgrade and the Directorate of Measures and Precious Metals
Agreement on scientific, professional, and technical cooperation between the Faculty of Physics, University of Belgrade and the Directorate of Measures and Precious Metals (Ministry of Economy of the Republic of Serbia) was signed on July 29, 2014. The Agreement was signed by the Dean Prof. Dr. Jablan Dojčilović on behalf of the Faculty of Physics and Director Mrs. Vida Živković, M.Sc. on behalf of Directorate of Measures and Precious Metals.
The aim of the cooperation between the two institutions is to integrate resources in the areas of scientific, educational, professional, business and technical programs of mutual interest to both parties.
Accurate Measurement in the Public Interest
Based on how accurate measurement is important to the economy, how to trade and pharmacy, but also in all aspects of life, the Serbian Chamber of Commerce was established the Group for Metrology at the Association of accredited conformity assessment bodies. Group consists of business entities, accredited by the Accreditation Body of Serbia for verification of measuring instruments, conformity assessment of measuring instruments with the prescribed requirements and calibration.
At the inaugural meeting of the Group for Metrology, was elected president Vladan Lapčević, Director of Sector for products and services and Sector for quality in Meter&Control company from Belgrade, and vice-president Lucija Dujović, Assistant Director of the Directorate of Measures and Precious Metals. Working body was formed to develop a program of work of the Group for the next period.
At the inaugural meeting of the Group was emphasized the great importance of metrology in measurements in the public interest, in the healthcare, general safety and environmental protection, etc. In many industrial processes, to ensure quality, there must be traceability of measurement. Conformity assessment bodies must demonstrate that their measurements are reliable, which means that they are traceable to national or international standards with given measurement uncertainty. In order to be trusted in the results of measurements and tests, the equipment must be properly calibrated, wherein metrology, through National Metrology Institute and calibration laboratories, provides this kind of support.

Representatives of Ministry of Economy Visited Directorate of Measures and Precious metals
Representatives of the Ministry of Economy, Mr. Bruno Djuran, Chief of the Cabinet of the Minister of Economy, and Mrs. Milica Lukešević, Advisor to the Minister of Economy, visited the Directorate of Measures and Precious Metals (DMDM) on July 17, 2014.
Working visit of representatives of the Ministry of Economy to DMDM, aimed at introducing them to the role and importance of DMDM as National Metrology Institute of the Republic of Serbia, its organizational structure, activities performed, as well as professional work of DMDM implemented in order to realization of new and the improvement of existing national standards and ensure their traceability to the international level, with particular emphasis on the measurement capabilities of DMDM. Also, representatives of the Ministry of Economy are familiar with the planned and priority activities of DMDM by the end of 2014. Meeting were attended by Vida Živković, M.Sc., Director of DMDM, Lucija Dujović, Assistant Director of DMDM, and Boris Laštro, Assistant Director of DMDM.
Working visit was continued by visiting laboratories in which by the most accurate methods are implemented calibration and dissemination of values of SI units to the end users.
Development and Sustainability of Tests Infrastructure in the Republic of Serbia
Round table discussion on „Development and sustainability of tests infrastructure in the Republic of Serbia” was held on June 9, 2014 in Andrevlje, Fruska Gora, organized by the Information Centre for Business Standardization and Certification (BSC).
Participants of the Round table were representatives of accredited laboratories, the Directorate of Measures and Precious Metals (DMDM) and the Accreditation Board of Serbia (ATS).
Regulation on Alcoholometers
In the ”Official Gazette of RS”, No. 39/14 of April 9, 2014, is published Regulation on alcoholometers, which will come into force on April 17, 2014.
This regulation prescribes the requirements for alcoholometers, their labeling, method of determining compliance with these requirements, methods of measurement, and the manner and conditions of verification of alcoholometers.
Regulation on Pressure Gauges for Measuring Tire Pressure
In the “Official Gazette of RS”, No. 66/14 of June 29, 2014, is published Regulation on pressure gauges for measuring tire pressure, which will come into force on July 7, 2014, and will be applicable as of January 1, 2015.
This regulation prescribes the requirements for pressure gauges for measuring tire pressure, method of determining compliance with those requirements, markings of pressure gauges, manner of type examination of pressure gauges for measuring tire pressure, measuring methods, and the manner and conditions for verification of pressure gauges for measuring tire pressure.
Regulation on Hydrometers
In the”Official Gazette of RS”, No. 66/14 of June 29, 2014, is published Regulation on hydrometers, which will come into force on July 7, 2014.
This regulation prescribes the requirements and markings for hydrometers, method of determining compliance with those requirements, measuring methods, as well as the manner and conditions for verification of hydrometers.
Meeting of Authorized Bodies for Performing the Verification of Weighing Instruments
Directorate of Measures and Precious Metals on June 20, 2014, held a meeting of the authorized bodies for performing verification of weighing instruments. Meeting was attended by Mrs. Vida Živković, M.Sc., Director of Directorate of Measures and Precious Metals, Lucija Dujović, Assistant Director of Directorate of Measures and Precious Metals, Dragutin Veljković, Head of Department for control and supervision Kruševac, Dejan Kovačević, Head of Department for control and supervision Belgrade, and technical managers of authorized bodies for performing verification of weighing instruments.
Topic of the meeting was to resolve issues related to the irregularities observed in the operaton of the authorized bodies for performing verification of weighing instruments and coordination of their future work, as well as issues regarding the application of the new Regulation on non-automatic weighing instruments (“Official Gazette of RS”, No. 17/13) from January 1, 2016, and the new Regulation on measuring instruments (“Official Gazette of RS”, No. 63/13) from January 1, 2017.
In her opening address Mrs. Vida Živković, M.Sc., among other things, emphasized that tasks of verification of weighing instruments authorized bodies perform as duties assigned by the state administration, and accordingly must take into account the fulfillment of requirements in terms of impartiality and independence, and in terms of mutual cooperation and the establishment of partnership based on trust.

Agreement Signed between the Directorate of Measures and Precious Metals and the Faculty of Technical Sciences in Novi Sad on Scientific, Professional and Technical Cooperation
Between the Directorate of Measures and Precious Metals and the Faculty of Technical Sciences in Novi Sad was signed on scientific, professional and technical cooperation.
Cooperation reflects the needs and interests based on the principles of voluntariness, equality, independence and transparency established by mutual obligations and rights, in order to interconnection and integration of resources in the areas of scientific, educational, professional, business and technical programs of common interest and contribute to the quality of resolving of scientific research, professional, business and technical problems of each party.
Students of the Faculty of Physics, University of Belgrade, Visiting the Directorate of Measures and Precious Metals
Fourth year students of the Faculty of Physics, University of Belgrade, visited the Directorate of Measures and Precious Metals on June 9, 2014.
For the first time in the National Metrology Institute, the students through promo film on Directorate of Measures and Precious Metals had the opportunity to become more familiar with the role of the Directorate in the Metrology System of the Republic of Serbia. professional visit continued by visiting the laboratories of the Directorate of Measures and Precious Metals for which the students and their professor expressed a special interest and that for metrology fields of length, photometry and thermometry.
In addition to theoretical knowledge of metrology, adopted by the subject Metrology, students had the opportunity to see realized, most accurate calibration methods for dissemination values of SI units to the end users, as well as research to improve the SI units, which performs the Directorate of Measures and Precious Metals, through the creation of new and improvement of the existing national standards and ensuring metrological traceability to the international level.
Meeting of the WELMEC Working Group WG 6 – Prepackages
In the period from June 5 – 6, 2014, Directorate of Measures and Precious Metals (DMDM) hosted regular annual meeting of the Working Group WG 6 within the WELMEC (European Cooperation in Legal Metrology) in Belgrade. Members of the European Cooperation in Legal Metrology are the national bodies responsible for legal metrology in the European Union Member States as well as within the EFTA (European Free Trade Association).
Meeting was opened and welcomed by the Chairman and leader of Working Group Mr. Howard Burnett, Mrs. Vida Živković, M.Sc., Director of Directorate of Measures and Precious Metals, Ms. Lucija Dujović, Assistant Director, and Mrs. Branka Radanov, M.Sc., coordinator, senior advisor. Meeting was attended by Daniel Hanekuyk, representative of the European Commission and representatives of the 26 EU Member States and associate Member States.

TrainMiC Event
Organized by the Directorate of Measures and Precious Metals, Serbian Chamber of Commerce and the Accreditation Body of Serbia, under the auspices of the European Commission and the Institute for Reference Materials and Measurements (IRMM) as а project leader, at the Serbian Chamber of Commerce, a TrainMiC - A training program for the measurement in chemistry, was held in a period of June 04-05, 2014. There were 20 participants, that were representatives of accredited laboratories for testing and calibration, institutes, industry and laboratories in the accreditation process. Topics presented in this course were related to the traceability of the measurement results, the validation of methods of measurement, the uncertainty of measurement results and internal quality control according to standard ISO/IEC 17025.

Annual ATS Seminar „Multilateral Agreements – a Passport for International Trade”
On June 2, 2014, in Sava Center in Belgrade, was held Annual seminar of the Accreditation Body of Serbia (ATS) „Multilateral agreements – a passport for international trade”. Within the Seminar representatives of conformity assessment bodies have been able to be acquainted with a number of topics in the field of technical requirements relevant to their work in the field of conformity assessment and accreditation.
