Predstavnici Direkcije za mere i dragocene metale, Boris Baščarević i Ana Gajić, zaposleni u Grupi za informacione tehnologije 29. decembra 2020.godine učestvovali su putem video veze u radu radionice pod nazivom: ,,Kako do administrativnih postupaka koje razume svako", koju je organizovao Republički sekretarijat za javne politike. Radionici je prisustvovalo 60 predstavnika državnih institucija koje su učestvovale u projektu ePAPIR.

Radionica je imala za cilj da predstavi značaj buduće obaveze državnih organa da u registru redovno ažuriraju administrativne postupke koje primenjuju pružajući usluge iz svoje nadležnosti.

Posebno je naglašeno da svrha svakog administrativnog postupka mora biti opisana na jednostavan i jasan način kako bi i sam postupak bio razumljiv za svakog ko ga koristi. Na taj način usluge državnih organa postaju dostupnije i za privredu i za građane.

The representatives of the Directorate of Measures and Precious Metals Vanja Radojević Milošević, Head of the Legal, Human Resources, Operational, and IT Department; Jasmina Pavlović, Head of Group for Information Technologies; Ana Gajić and Boris Baščarević employees of the Group for Information Technologies participated in the work of the EURAMET Group for Communication on 16th of December via video link.
The meeting attended 35 representatives of the National Metrology Institutes (NMI). Participants exchanged current experiences in the field of communication, both internal and external with users and interested parties during pandemic as well as challenges which current situation brought.

On December 7, 2020 the International Bureau for Weight and Measures (BIPM) published 13 new calibration and measurement capabilities (CMCs) of Directorate of Measures and Precious Metals in the field of thermometry in KCDB 2.0. database.
For the first time calibration and measurement capability in the subfield of relative humidity of the Directorate of Measures and Precious Metals in calibration of all kinds of standards and measuring instruments of relative humidity was published. For all users of services, Directorate of Measures and Precious Metals officially confirmed provision of metrology traceability in the field of relative humidity in accordance with the Law on Metrology in the Republic of Serbia, as well as with the obligations of National Metrology Institutes within membership in European and international organizations.
Also in KCDB 2.0. calibration and measurement capability in the subfield of temperature was confirmed, namely in calibration of thermocouples of pure metals (Au/Pt, Pt/Rh), precious metals (S and R type) and all other types of metal thermocouples based upon significant results achieved in international comparison EURAMET.T-S3, https://www.bipm.org/kcdb/comparison?id=337. Today we can offer economy calibration of standard of the best accuracy class at the hardening temperature of copper (1084,61 оС) with total measurement uncertainty of 100 mK.

The representative of the Directorate of Measures and Precious Metals, Luka Gažević, metrologist in Group for metrology in chemistry attended online workshop Kick-off workshop – SEE QI project 7 ISO 17043 capacity building.
The workshop was organized by PTB (German National Metrology Institute) and Regional Consultancy Fund Quality Infrastructure for South-eastern Europe. Beside organizer and lecturers, the workshop attended colleagues from ATS and National Metrology Institutes of European countries. The aim of the workshop was to train participants regarding the application of the international standard ISO 17043 in order to develop the capacity to maintain inter-laboratory comparisons and PT schemes, as well as to exchange experiences of participants regarding their organization. Further cooperation between the countries participating in the workshop was proposed through trainings and consultations.

The representative of the Directorate of Measures and Precious Metals Ljiljana Mićić, Head of Group for volume and flow participated in the work of EURAMET Technical Committee for flow on 3rd and 4th of November 2020 which took place online via video link.
The meeting was organized by EURAMET Secretariat. The meeting attended 60 eminent experts, representatives of National Metrology Institutes (NMI) and Designated Institutes (DI) from most of the European countries.

The representative of Directorate of Measures and Precious Metals Ms. Jasmina Lazarevic, metrologist in Section for electrical quantities, time, and frequency participated in the work of EURAMET Technical Committee for Electricity and Magnetism from 21st to 22nd October 2020. The meeting took place online via video link.
The host of the meeting was EURAMET. The meeting was attended by 50 eminent experts, representatives of National Metrology Institutes (NMI), National Institutes for Standardization (NIS) from different countries of the world, EURAMET, and BIPM.
At the meeting were discussed reports from all subcommittees within TC-EM, the status of current EMPIR projects, current European Metrology Network (EMN), projects related to various types of cooperation between National Metrology Institutes, key comparisons, as well as information regarding new application procedures of measurement capabilities (CMC).

The 15th meeting of the Technical Committee for Quality of the European Association of National Metrology Institutes EURAMET TC-Q took place from 21st to 23rd of October 2020.
During the meeting which took place this year via video conference, the representatives of the Directorate of Measures and Precious Metals (DMDM) and the Institute of Nuclear Sciences “Vinca” presented reports on the Quality Management System (QMS).
DMDM obligation is active participation in the work of EURAMET, it is based on the membership in this international metrology organization from 2007.
Periodic re-evaluation of the Quality Management System is one way to provide confidence in internationally recognized measurement and calibration capabilities. This year, the third re-evaluation of the DMDM Quality Management System was conducted, during which the most significant changes in the metrological system of the Republic of Serbia and innovations in the quality management system that supported laboratory activities were presented, in accordance with SRPS ISO / IEC 17025: 2017.
Ms. Tamara Đekić, DMDM Quality Affairs Executive and contact person at EURAMET TC-Q presented Report for the period from 2015 to 2019. After the five-year report was presented unanimously the trust in the Quality Management System of DMDM was voted by EURAMET TC-Q and at the same time, the fulfillment of the requirements of the CIPM MRA Arrangement on mutual recognition of national standards and calibration and measurement certificates issued by National Metrology Institutes was confirmed.
During the meeting, initial presentations of their Quality Management Systems were presented by metrology institutes of Luxembourg (ILNAS, LGUL) and Great Britain (NIBSC) while periodic re-evaluation was presented by Institutes of Lithuania (LATMB), Romania (INM, IFIN- HH), Czech Republic (CMI, CHMI, IPE, VUGKT) Republic of Poland (GUM, INTiBS, POLATOM), Republic of Bulgaria (BIM), Croatia (DZM-LMG, FSB-LPM, FSB-LMPD, FSB-LIMS, FSB-FER, IRB-SSDL, DZM-SOUL), Republic of Slovenia (MIRS / KI / D16, MIRS / ZAG), Kingdom of Belgium (SCK-CEN / LNK) and Estonia (UT IC).

DMDM representative Dr Jelena Bebic, Head of group for Metrology in Chemistry, participated in this Training school, as an invited teacher. The Training school gathered 91 participants, from 26 various countries of the world and 7 teachers. Organizers of the Training school were University of Belgrade, Faculty of Technology and Metallurgy (TMF), Faculty of Agriculture, Faculty of Forestry, and Military Technical Institute, Serbia, in the framework of LignoCOST Project.
CA17128 LignoCOST Project - Establishment of a Pan-European Network on the Sustainable Valorisation of Lignin belongs to European R&D projects under the Horizon 2020 Program. The main objective of LignoCOST is to establish a sound network covering the entire value chain in which relevant information can be produced with a focus on lignin valorisation towards sustainable industrial applications. Only when working together this information can be gathered to cover the technical, non-technical, environmental and socio-economic implications of the most promising lignin value chains.

Dana 15. oktobra 2020. godine putem video konferencije održan je sastanak direktora nacinalnih metroloških instituta. Sastanku su prisustvovali Čedomir Belić, direktor Direkcije za mere i dragocene metale i Nikola Petrović, pomoćnik direktora Sektora za razvoj metrologije.

Naime, Međunarodni biro za tegove i mere (BIPM), jednom godišnje domaćin je sastanka direktora nacionalnih metroloških instituta, pružajući jedinstvenu priliku za diskusiju o metrološkim pitanjima od interesa širom sveta, programu rada Međunarodnog biroa za tegove i mere i ažuriranju Aranžmana o međusobnom priznavanju nacionalnih etalona i uverenja o etaloniranju i merenju koja izdaju nacionalni metrološki instituti (CIPM MRA).

Tokom sastanka Međunarodni komitet za tegove i mere (CIPM) predstavio je novitete iz delokruga svog rada i unapređenja strategije, a gospodin Martin Milton, direktor Međunarodnog biroa za tegove i mere, izvestio je o realizovanim aktivnostima ove organizacije u periodu od prethodnog sastanka. Uzimajući u obzir pandemiju izazvanu Covid virusom, posebna diskusija vođena je o aktivnostima nacionalnih metroloških instituta i uticaja koji je izazvao virus, kao i definisanju pravaca metrologije i merenja nakon globalne pandemije.

The representative of the Directorate of Measures and Precious Metals Mr. Slobodan Zelenika, Head of Group for length, optical quantities, and acoustics participated in the work of the EURAMET Technical Committee for Length TC-L (EURAMET TC-L) from 12th to 13th of October 2020. Meeting took place via video link.
The host of the meeting was the National Metrology Institute of Denmark (DFM). The meeting attended about 40 eminent experts, representatives of National Metrology Institutes (NMIs) and Designated Laboratories (DI) from the most of European countries.

The representative of the Directorate of Measures and Precious Metals Mrs. Dr Jelena Bebić, Head of Group for Metrology in Chemistry participated in the work of the BIPM virtual workshop on Accurate Monitoring of Surface Ozone. The workshop attended 72 participants from different countries from the world.
The reference method for ground-level ozone measurements is based on UV photometry, with replicates of the NIST Standard Reference Photometer (SRP) acting as primary standards for numerous national and international ozone-monitoring networks. Therefore, measurements of ozone amount fractions in ambient air are ultimately anchored to the value of the ozone absorption cross-section at the wavelength of 253.65 nm. A consensus value with the smallest uncertainty ever achieved was published in 2019. Global coordination is now required to implement the 2019 value, which will increase the measured atmospheric ozone concentrations.
The workshop aims to gather representatives of reference laboratories, monitoring networks, legislators, and ozone analyser manufacturers to develop a plan and timetable for the adoption of the 2019 value.
Directorate of Measures and Precious Metals has Reference Photometer for Ozone Assay - NIST SRP 54 (Standard Reference Photometer), which is the national standard of the Republic of Serbia in the field of measurement of ambient ozone concentration as well as internationally recognized calibration and measurement capabilities in this field published in BIPM CMC database

The representatives of Directorate of Measures and Precious Metals Mrs. Ljiljana Mićić, Head of Group for volume and flow, and Mr. Rade Dereta, metrologist in the Section for electrical quantities, time and frequency actively participated in the WELMEC working group for utility meters (WELMEC WG11) which took place using Internet application MS Teams.
The meeting WELMEC WG11 attended about 25 eminent experts, representatives of National Metrology Institutes (NMI), and Notified Bodies (NoBo) from most European countries.

Tokom 7. i 8. oktobra 2020. godine, putem video konferencije, održan je peti po redu, godišnji sastanak direktora, predstavnika nacionalnih metroloških instituta, u okviru Radne grupe za jačanje kapaciteta za poslove metrologije (u daljem tekstu: BoD WGCB). Sastankom je predsedavao gospodin Pol Heterington.

Kao predstavnici Republike Srbije sastanku su prisustvovali Čedomir Belić, direktor Direkcije za mere i dragocene metale i Nikola Petrović, pomoćnik direktora Sektora za razvoj metrologije. Sastanku su prisustvovali i predstavnici nacionalnih metroloških instituta Crne Gore, Bosne i Hercegovine, Litvanije, Hrvatske i Poljske.

EURAMET BoD WGCB, predstavlja radnu grupu čiji je cilj da podrži viziju koherentne, efikasne, održive i integrisane evropske metrološke mreže, da identifikuje i predlaže mere za izgradnju i unapređenje kapaciteta svih članova Evropske regionalne metrološke organizacije (EURAMET), posebno za nove i male nacionalne metrološke institute i imenovane institute, kao i da podiže svest o razvoju metrologije i infrastrukture kvaliteta svih zemalja članica.

Tokom sastanka, izloženi su noviteti u radu EURAMET i predstavljeni novi programi za jačanje kapaciteta metrološke infrastrukture. Prisutni predstavnici nacionalnih metroloških instituta prezentovali su novitete i realizovane razvojne aktivnosti u periodu od prethodnog sastanka. Takođe, razmotren je i plan aktivnosti jačanja kapaciteta u predstojećem periodu na osnovu prethodno utvrđenih potreba.

Representatives of the Republic of Serbia participated in the 86th annual meeting of Convention on the Control and Marking of Articles of Precious Metals (also known as Convention on Precious Metals, Vienna Convention, Hallmarking Convention) which took place via video conference on 30.09.2020.
Ratifying Convention on the Control and Marking of Articles of Precious Metals with Annexes I and II in June 2020 the Republic of Serbia became the 21st full member state of Convention https://hallmarkingconvention.org/en/members
After an official welcome from the Chairman of the Convention the attendees were addressed by Mr. Čedomir Belić, Director of Directorate of Measures and Precious Metals, he emphasized that admission to membership in Convention was a great honour for the Republic of Serbia. In accordance with its competences, the Directorate of Measures and Precious Metals represents the authorized service of the Republic of Serbia for the examination of precious metal articles and it will be devoted to the fulfilment of Convention requirements through active participation in its activities. Also, he said that it is of great importance for Directorate communication and exchange of experience with colleagues from other member states.
Meeting agenda

At the beginning of 2016 Group for volume and flow started development of calibration method for gas meters standards with liquid. Method development took place in several phases. The last phase, method validation was finished in May 2020.
Users of gas meter standard with liquid are laboratories for gas meters verification. Directorate of Measures and Precious Metals (DMDM) uses device for gas flow with critical nozzles, type TZKD 16, manufacturer JUSTUR, Slovakia, serial number: 787/2006 for calibration. Calibration is performed with direct comparison method in accordance with work instruction RU-309: Work instruction for calibration of gas meters standards with liquid using device with critical nozzles, version/edition 01/00, May 2020.
Measurements are performed in the premises of users of gas meters standards with liquid. Extended measurement uncertainty is 0,2%. Basic component of TZKD 16 device are critical nozzles (11 pieces, with different nominal flow, measuring range from 0,016 m3/h up to 7 m3/h). Critical nozzles were calibrated in SMU, Slovakia; humidity and temperature measuring instruments in DMDM, Serbia; pressure measuring instrument in HMI, Croatia which ensures traceability of measurement results to the International System of Units SI.

Representatives of Directorate of Measures and Precious Metals Mr. Slobodan Zelenika and Mrs. Gordana Stefanovic were active participants in EURAMET Technical committee for acoustics, ultrasound and vibrations (EURAMET TC-AUV) as well as in Subcommittee for sound in air (SC-A). The meetings took place online via video link.
Host of the meeting was National Metrology Institute of Switzerland METAS. Meetings were attended over 30 eminent experts, representatives of National Metrology Institutes (NMI) and Designated Institutes from the most of European countries.

Information of Public Interest

The representative of Directorate of Measures and Precious Metals, Mrs. Ljiljana Mićić, Head of Group for volume and flow, was an active participant in the WELMEC working group for measuring systems for liquids other than water (WELMEC WG10) from 15th to 17th of September 2020. The meeting was held using the MS Teams Internet application.
The WELMEC WG10 meeting was attended by about 30 eminent experts, representatives of the National Metrology Institutes (NMI) and Notified Bodies (NoBo) from most European countries. The meeting was also attended by representatives of the Association of European manufacturers of measuring equipment.
