Annual gathering of Directorate of Measures and Precious Metals (hereinafter DMDM) took place on Zlatibor in premises of Romania Congress Center of Student Resort “Ratko Mitrović” on 21st and 22nd December. The annual gathering attended employees from all internal organizational units from Belgrade, Novi Sad, Zrenjanin, Subotica, Niš and Kruševac.

U „Službenom glasniku Republike Srbije” broj 96/18 objavljen je Pravilnik o vlagomerima za zrna žitarica i semenke uljarica koji stupa na snagu 19. decembra 2018. godine.
Stupanjem na snagu ovog pravilnika prestaje da važi Pravilnik o vlagomerima za zrna žitarica i semenke uljarica („Službeni glasnik RS”, broj 39/14).

Ovim pravilnikom propisuju se zahtevi za vlagomere za zrna žitarica i semenke uljarica (u daljem tekstu: vlagomeri), označavanje vlagomera, dokumentacija, način utvrđivanja ispunjenosti metroloških zahteva za vlagomere, metode merenja, način odobrenja tipa vlagomera, kao i način i uslovi overavanja vlagomera.

Directorate of Measures and Precious Metals (DMDM) hosted pupils of eight grade from Belgrade Grammar School “Blue Circle”.
During visit pupils were acquainted with basic terms of measurement science, its importance in all day life, tasks and competences of DMDM performing as National Metrology Institute. Also they were introduced with SI units revision.
Visit was continued with a tour through laboratories for acoustics, dimensional quantities, mass and time dissemination.

Within subject Technical regulation and standards, the final year students of MA studies of Mechanical Engineering Faculty in Belgrade visited Directorate of Measures and Precious Metals (DMDM).
During visit students had a chance to get familiar with tasks DMDM performs within its competences as national metrology institute as well as with news regarding adopted SI units revision. The base units are defined through fundamental physical constants.
They were more detailed introduced with national standards in laboratories for mass, length, acoustics, large volumes, DC voltage and time, frequency and time dissemination.

On the 3rd and 4th December Directorate of measures and precious metals (DMDM) hosted third year students of Mechanical Engineering Faculty of the University of Belgrade. Students were followed by assistant professor dr Svalenko M. Stojadinović PhD and professor dr Radovan Puzović PhD from Department of Production Engineering.
Students were acquainted with role, importance and professional activities DMDM performs as national metrology institute as well with actual adopted revision of the SI units which defines base measurement units through physical constants.
Visit was continued with a tour through laboratories for mass, length, acoustics, large volumes, time and frequency and time dissemination, DC voltage and temperature. Students had chance to get familiar better with national standards of the Republic of Serbia and professional activities of DMDM laboratories performed with aim of improvement of metrology system.

On the 26th General Conference on Weights and Measures organized by the International Bureau of Weights and Measures (BIPM) on November 16, 2018 in Versailles in France, the representatives from 54 countries voted unanimously for the International System of units (SI) revision, whose application will start on May 20, 2019. New definitions of the kilogram, the ampere, the kelvin and the mole were adopted.
The redefined SI is now on based on fundamental nature constants. The kilogram is determined on basis of the Plank constant (h), the ampere is based on the elementary charge (e), the kelvin is based on the Boltzmann constant (k) and the mole is based on the Avogadro constant (NA).

Directorate of Measures and Precious Metals (DMDM) as national metrology institute announces that the General Conference on Weights and Measures organized by the International Bureau of Weights and Measures (BIPM) will vote new definitions of the SI system.
The scientists from 60 countries of the world dealing with the accurate measurements will meet up on the 16th of November in Versailles in France to formalize new definitions of the kilogram (kg), the ampere (A), the kelvine (K) and the mole (mol). New definitions of the International System of units (SI) should come into force on the 20th of May 2019.

Direkcija za mere i dragocene metale (DMDM), Grupa za zapreminu i protok, planira da u narednom periodu organizuje međulaboratorijsko poređenje (PT-šemu) u oblasti zapremine tečnosti, podoblast uređaji zapremine sa klipom:

Laboratorije učesnice će snositi troškove međulaboratorijskog poređenja kao i troškove transporta predmeta etaloniranja. Laboratorije su u obavezi da same obezbede transport predmeta etaloniranja do naredne laboratorije učesnice, a u skladu sa tehničkim protokolom poređenja.

DMDM će, kao pilot laboratorija, nakon prikupljanja prijava, svim učesnicama dostaviti tehnički protokol poređenja i odrediti datum početka navedene aktivnosti.

Troškovi koji se uplaćuju na račun DMDM za potrebe poređenja iznosiće 28.000,00 RSD.

Na osnovu Zakona o računanju vremena („Službeni list SCG“, br. 20/06) letnje računanje vremena u 2018. godini se završava u nedelju, 28. oktobra 2017. godine u 3 h, 00 min, 00 s, tako što se, pomeranjem za jedan čas unazad, vreme u 3 h, 00 min, 00 s računa kao 2 h, 00 min, 00 s.

By the decision of the Government of the Republic of Serbia No. 119-9113/2018 from October 4, 2018 Dr. Dušan Matijašević was appointed to Acting Assistant Director for Metrology Development Sector of Directorate of Measures and Precious Metals.
Dr. Dušan Matijašević was born in Belgrade in 1964. He graduated at School of Electrical Engineering, University of Belgrade, Department of Electronics and Telecommunication. He earned his PhD degree at School of Electrical Engineering at Nuclear physics Department.
He started professional career in PE Post of Serbia and belongs to the first group of engineers that started introduction of mobile telephony in Serbia. In company BK-PTT he was engaged on managerial positions and was in charge for construction and maintenance of base stations. In company Telenor Serbia d.o.o. he was engaged as Manager for radio network and Manager for power supply systems. In the last three years in company Telenor common operation for central and Eastern Europe he worked as senior expert for project management and financial control.
Since July 2018 he is engaged in Directorate of measures and precious metals on Time dissemination project in Group for time, frequency and time dissemination.
He is married and has two sons.

Integrisani sistem menadžmenta u Direkciji za mere i dragocene metale (u daljem tekstu: Direkcija), prvi put je sertifikovan 2012. godine. Nakon šest godina i dva uzastopna ciklusa sertifikacije, Direkcija je još jednom uspešno potvrdila usaglašenost svog integrisanog sistema menadžmenta sa zahtevima novih standarda SRPS ISO 9001:2015, SRPS ISO 14001:2015, kao i SRPS OHSAS 18001:2008.

Postupak resertifikacije sproveden je od strane sertifikacionog tela Management Systems Certification d.o.o., koje je čestitajući na uspešno realizovanoj proveri, uručilo Direkciji sertifikate o usaglašenosti 13. septembra 2018. godine.
Tokom ove provere, proširen je postojeći obim sertifikacije, tako da obuhvata: etaloniranje/ispitivanje mernih sredstava; odobrenje tipa merila/ sertifikacija merila; overavanje merila; razvoj novih i unapređenje postojećih etalona Republike Srbije, uključujući i merne metode; ispitivanje i žigosanje predmeta od dragocenih metala; donošenje rešenja o znaku proizvođača predmeta od dragocenih metala; nadzor nad merilima; nadzor nad ovlašćenim telima za overavanje merila; ispitivanje i nadzor nad prethodno upakovanim proizvodima; nadzor nad predmetima od dragocenih metala; zaduživanje/razduživanje žigova; vanredni pregled merila u upotrebi; ovlašćivanje za obavljanje poslova overavanja merila.

Sertifikovan integrisani sistem menadžmenta primenjen je na više lokacija: sedište Direkcije u Beogradu, Odsek za kontrolu i nadzor Beograd, Grupu za kontrolu i nadzor Novi Sad, Grupu za kontrolu i nadzor Subotica, Grupu za kontrolu i nadzor Zrenjanin, Odsek za kontrolu i nadzor Kruševac i Odsek za kontrolu i nadzor Niš.

Postupkom resertifikacije, Direkcija, kao nacionalni metrološki institut, pokazala je prednosti razmišljanja zasnovanog na riziku, sagledavanja internih i eksternih pitanja i prepoznavanja mogućih prilika, između ostalog, kao osnove za efikasno upravljanje i stalno unapređenje integrisanog sistema menadžmenta kvalitetom, životnom sredinom, zaštitom zdravlja i bezbednosti na radu, i ujedno unapređenje metrološkog sistema Republike Srbije.

Ministarstvo privrede sprovodi javnu raspravu o Nacrtu zakona o metrologiji u periodu od 20. avgusta do 10. septembra 2018. godine.

U saradnji sa Privrednom komorom Srbije, Ministarstvo privrede organizuje javne rasprave o Nacrtu zakona o metrologiji, koja će se u formi okruglih stolova održati u nekoliko gradova Srbije i to prema sledećem planu:

-dana 4. septembra 2018. godine, od 11 do 13 časova, u prostorijama Regionalne privredne komore Južnobačkog upravnog okruga, Narodnog fronta 10, Novi Sad.

Direkcija za mere i dragocene metale (DMDM), Grupa za dužinu, optičke veličine i akustiku, planira da u narednom periodu organizuje međulaboratorijsko poređenje (PT-šemu) u oblasti akustike, podoblast akustički kalibratori:

Laboratorije učesnice će snositi troškove međulaboratorijskog poređenja kao i troškove transporta predmeta etaloniranja. Laboratorije su u obavezi da same obezbede transport etalona do naredne laboratorije učesnice, a u skladu sa tehničkim protokolom poređenja.

DMDM će, kao pilot laboratorija, nakon prikupljanja prijava, svim učesnicama dostaviti tehnički protokol poređenja i odrediti datum početka navedene aktivnosti.

Troškovi koji se uplaćuju na račun DMDM za potrebe poređenja iznosiće 28.000,00 RSD.

On the occasion of World metrology day, students of Master studies of Cathedra for experimental and applied physics, Department of physics of Faculty of Sciences visited Directorate of measures and precious metals, Control and supervision section in Niš.
Students were introduced with history, role, place and significance of DMDM and metrology in Serbia. They were informed about redefinition of four base units of the International system of units SI: kilogram, ampere, mole and kelvin and their future expression through fundamental physical constants.
Visit was continued with a tour through laboratories where student were acquainted with processes of weight calibration, testing of prepackages and precious metals articles control.

12th EURAMET General Assembly

Mr. Čedomir Belić, Acting Director of Directorate of measures and precious metals attended 12th EURAMET General Assembly, regional European organization coordinating cooperation of national metrology institutes of Europe in the field of metrology. EURAMET’s General Assembly took place from 28th of May to 1st of June 2018 in Bucharest, Romania. Host of the meeting was Romanian national metrology institute (Institul National de Metrologie – INM).
During the meeting Annual work report of EURAMET and Board of Directors was presented. Strategic questions were considered with emphasis on coordination strategy in European metrology, European metrology program for innovations and research – EMPIR and related activities and EURAMET priorities. As in previous meeting, status of existing membership and admission of new institutes as EURAMET members were considered. Chairpersons presented work report of each technical committee for previous year. Results of existing projects of European metrology program for innovation and research (EMPIR) as well as announcement of new projects were presented.
Participation in EURAMET activities is of great significance for metrology and economy of our country, it creates preconditions for engagement of our economy in European flows. The sense of membership in the Meter Convention is achieved, providing worldwide recognition of our national standards and validity of calibration and measurement certificate issued from Directorate of measures and precious metals. That provides technical basis for agreements related to trade, exchange and legislation. Participation in EURAMET activities is particularly significant from the perspective of upcoming redefinition of fundamental measuring units of the international system of units, whose official adoption is expected in November this year.

Annual seminar for conformity assessment bodies (TOU) with topic: “New people for new age – transition to ISO/IEC 17025: 2017” was organized by Accreditation Body of Serbia (ATS) in Sava Center on May 24, 2018. Also, at that occasion Accreditation Day in Republic of Serbia - 28th June and the International Accreditation Day – 9th June were celebrated. This year ATS celebrates special anniversary – 20 years of work.

On the occasion of the World Metrology Day – 20th May whose theme this year is: “Constant evolution – the International System of Units” Directorate of measures and precious metals (hereinafter: DMDM) organized Conference: “Meeting SI units revision” in Klub poslanika.
Conference attended representatives of the Ministry of economy, Accreditation body of Serbia, Institute for standardization of Serbia, representatives of high education and scientific institutions, institutes, metrology laboratories and other interested parties.
On behalf of DMDM Conference opened Mr. Čedomir Belić, Acting Director expressing great satisfaction because of participant’s interest. He paid particular attention to long history, role, place and importance of DMDM and metrology in Serbia.
Ms. Dr Jelena Pantelić Babić PhD, Head of Section for electrical quantities DMDM informed attendees about the way, the four existing physical quantities: kilogram, ampere, mole and kelvin of the International system SI units will be redefined and expressed through fundamental physical constants.
Prof. Dr Bećko Kasalica PhD, professor at Physical Faculty University of Belgrade emphasized importance of metrology and pointed out the challenges fundamental metrology faces with. Dr Dejan Pantelić PhD, researcher at the Institute of Physics in Belgrade presented Digital holographic metrology and it’s application in everyday life.
Choir of students of Physical Faculty University of Belgrade performed at the conference.

On the occasion of the World Metrology Day within Days of opened door, pupils of elementary schools: “Nada Popović“, “Jovan Jovanović Zmaj“, ”Vuk Stefanović Karadžić”, “First technical school” and High School of Kruševac visited Directorate of measures and precious metals, Control and Supervision Section Kruševac.
The pupils were met with history of institution, the first Law on measurement, Meter convention, DMDM competences, mission and vision of DMDM as leading metrology institution in Serbia, activities and tasks in the field of metrology which are in function of improvement of business, scientific and other organizations as well as improvement of quality of life and people healthcare.
After short promo DMDM video was shown, study visit was continued with a tour through laboratories. In laboratory for mass measuring instruments, pupils were introduced with weight calibration process, work principles of water and electricity meters.
In Precious metal articles laboratory pupils were acquainted with methods of testing and hallmarking of precious metal articles.
Also, workshops in the field in the nearby Archeological Park were realized. Pupils measured distance between two points of interest with their steps. Step length was measured by meter strip then they counted distance of interest in meters converting it into feet, yards and inches.
They counted average length of their steps, confirming their knowledge about arithemtic mean. Pupils also measured length of their shadows, counting proportion based on the real value of their height.
After finished workshops pupils talked about Thales and Eratosthenes, which confirmed their interest for history of measurements and importance for learning, life and work.

On the occasion of the World metrology day – 20th May within Month of open door, students of High technical school of professional studies from Zrenjanin visited Directorate of Measures and Precious Metals, Control and Supervision Section Zrenjanin.
Students were acquainted with basic DMDM responsibilities, activities and tasks in the field of metrology which are in function of business improvement of business entities, scientific and other organizations as well improvement of quality of life of all people.
After DMDM short promo video was shown, visit was continued with a tour through laboratories. In laboratory for physical-chemical measuring instruments students were demonstrated verification of aerometer for oil derivatives density. Than they had opportunity to see calibration weights and calibration process which demonstrated way of ensuring metrological traceability chain.

Mr. Čedomir Belić, Acting Director of Directorate of Measures and Precious Metals attended the 34th meeting of European Cooperation in Legal Metrology – WELMEC which took place in Sarajevo, Bosnia and Herzegovina from 25th to 27th of April 2018. Meeting hosted National Metrology Institute of Bosnia and Herzegovina, IMBiH – Institute of Metrology of Bosnia and Herzegovina.
As in previous meetings, reports on activities from last year's meeting and financial issues related to the previous and current year were considered. Cooperation with other organizations was presented, as well as reports of all working groups of European cooperation in legal metrology. A revision of procedures for the work of European cooperation in legal metrology and working group working instructions was also carried out. Also, the existing ones were confirmed and the re-election of the new chairpersons of individual working groups was carried out.
In comparison with the previous year there was also one of the main novelties, which is about intensifying cooperation through the signing of the Memorandum of Understanding between WELMEC and EURAMET - the regional metrology organization of Europe, as two key European organizations that lead the legal and scientific metrology community, with a long history of mutually beneficial cooperation.
WELMEC membership – European cooperation in legal metrology enables efficient transposition of EU directives into national legislation and taking over the obligations which have the EU member states in a manner completely harmonized with the EU legislation.
