In the “Official Gazette of RS”, No. 117 of December 27, 2017 was published: Rulebook on Amendments to the Rulebook on Vehicle Speed in Traffic. The Rulebook shall enter into force on December 28, 2017.

Annual Gathering of Directorate of Measures and Precious Metals (hereinafter DMDM) was held on December 22, 2017 in premises of Romania Congress Center of Student Resort “Ratko Mitrović”. Annual Gathering attended employees from organizational units from Belgrade, Novi Sad, Zrenjanin, Subotica, Niš and Kruševac.

On traditional gathering Mr. Čedomir Belić Acting Director of DMDM welcomed employees expressing gratitude for cooperation in previous period, then he presented important events and work results of DMDM in 2017. He highlighted visit of the EU journalists from Johannes Hahn delegation, visit of minister Goran Knežević, new published calibration and measurement capabilities in BIPM KCDB database as well as National prize for Quality improvement as recognition of permanent improvement of work and service quality of DMDM.

During second part of the meeting employees had a chance to get familiarized closer with future revision of the SI units. Ms. Dr Jelena Pantelić Babibć PhD, Head of Section for electrical quantities; Mr. Predrag Đurić Acting Assistant Director for Control and Supervision; Ms. Slavica SImić, Acting Assistant Director for Metrology development and Ms. Katarina Banjanac EMPIR project associate presented way of future SI units revision A – ampere, kg – kelvin and mol – mole – respectively, their expected practical realization and revision importance for future development of science and technology.

Third part of the meeting was dedicated to the Management review of Integrated Management System and Quality system according to SRPS ISO 17025 lead by Ms. Tamara Đekić, DMDM Quality Manager, she summarized system improvements in 2017.

Third year students of Faculty of Mechanical Engineering University of Belgrade visited Directorate of Measures and Precious Metals (DMDM) on December 23, 2017.

Through promo – video about DMDM students had a chance to get familiarized closer with role of DMDM in Metrology system of the Republic of Serbia. Study visit was continued with a tour through laboratories for: length, mass acoustics, temperature, time, DC voltage and large volumes. Students were introduced with realized, the most precise calibration methods for SI units transfer up to end users as well as with research activities for SI units improvement performed by DMDM through realization of new and improvement of existing national standards and ensuring of metrological traceability up to international level.

On December 18, 2017 International Bureau of Weights and Measures (BIPM) published new measurements and calibration capabilities (CMCs) of Directorate of Measures and Precious Metals in the field of gas flow for calibration of rotary gas meters and turbine gas meters in range from 0,6 m³/h up to 10000 m³/h.

The existing measurements and calibration capabilities in the field of liquid volume for calibration of pycnometers and laboratory glass measuring instruments have been improved. Calibration range for measuring vessels has been extended.

Basis for recognition of new, extension and improvement of existing calibration and measuring capabilities were results achieved in EURAMET projects.

In the “Official Gazette of RS”, No. 112 of December 15, 2017, was published: Rulebook on Manner of extraordinary review of measuring instruments. This Rulebook enters into force on December 23, 2017. The day this Rulebook begins to apply, the Rulebook on Manner of extraordinary review of measuring instruments (“Official Gazette of RS”, No 54/12) shall cease to be valid.

In the “Official Gazette of RS”, No. 106/17 of November 24, 2017, was published: Rulebook on Aerosol Dispensers. This Rulebook prescribes design requirements, production, testing and marking of aerosol dispensers which must be met for their placement on the market and safeguard clause.

Rulebook shall enter into force on January 1, 2018.

Final year students from Faculty of Mechanical Engineering of University of Belgrade visited Directorate of Measures and Precious Metals (hereinafter DMDM).
Within experimental exercises subject Technical legislation – regulations and standards students were acquainted with the role of DMDM in Metrological system of the Republic of Serbia and professional activities in the field of Metrology performed by DMDM.

On behalf of DMDM students were welcomed by Ana Gajić, Group for Information Technology. Students had a chance to see short DMDM promo – video about, then they visited laboratories for temperature, DC voltage, time, photometry, volume, length and acoustic where they were presented calibration methods and future SI units revision.

Under the slogan: “Quality for Results” in the Congress room of Belgrade Chamber of Commerce and Industry on November 23rd and 24th the Fourteenth European Quality Week was held. It was organized by United Association of Serbia for Quality (UASQ) and Faculty of Mechanical Engineering.

The Conference was chaired by Mr. Dr Vidosav Majstorović, PhD, UASQ Chairmen; Mr. Čedomir Belić, Acditng Director of Directorate of Measures and Precious Metals; Mr. Milivoje Miletić, Acting Director of Belgrade Chamber of Commerce and Industry and Mr. Milovan Luković, „Sloboda Čačak“ company.

After he opened the event and welcomed participants Mr. Dr Vidosav Majstorović, PhD held introduction speech, presenting importance of European Quality Week as well as actual topics with whom the Quality as global term is faced with.
Then followed introduction speeches of other chairpersons, among whom Mr. Čedomir Belić welcomed present and thanked the organizers for successfully organized European Quality Week. He also pointed out importance that Directorate of Measures and Precious Metals, has as leading Metrology institution and one of the Quality infrastructure pillars task to ensure appropriate Measuring infrastructure of the Republic of Serbia and show by personal example that Metrology has significant importance for scientific and technical – technological progress for each national economy.

First year students of High School of Professional Studies from Belgrade visited Directorate of Measures and Precious Metals (hereinafter DMDM) on November 22, 2017.

Students had a chance to be closer familiarized with Metrology system in the Republic of Serbia, professional affairs in the field of fundamental and legal metrology and role of DMDM in ensuring metrological traceability in the Republic of Serbia.

After short DMDM promo – video, study visit was continued with a tour through laboratories for length, acoustics, temperature, time, DC voltage and large volumes.

Directorate of Measures and Precious Metals (DMDM) hosted fourth year students of Physical Faculty of University of Belgrade on November 23, 2017.

Students had a chance to familiarize with realized, precise calibration methods for SI units values transfer to the end user as well as with research activities for SI units improvement, contributing to realization of new and improvement of existing national standards and ensuring of metrological traceability up to international level.
Visit was realized with a tour through laboratories for: length, acoustics, temperature, time, DC voltage and large volumes.

Within subject Energy efficiency of Study programme Environmental protection, students of High Technical Technology School of Professional Studies from Kruševac visited Control and Supervision Sector in Kruševac of Directorate of Measures and Precious Metals (hereinafter: DMDM) on November 21, 2017.

Students had opportunity to get acquainted with concept, development and importance of Metrology. Also, they were introduced with DMDM competences and tasks performing with purpose of unique measurements in the Republic of Serbia and trust in conducted measurements results with purpose of life, human health and consumer protection and protection of animals, environmental protection, general safety and natural resources protection.

After short DMDM promo – video, study visit was continued with a tour through laboratories. In laboratory for mass and length students were presented verification process for length measuring instruments (wooden meters and gauge rod) and mass measuring instruments calibration (weights).

Students were introduced with way of inspection of fuel dispensers in the field of large volumes. DMDM employees made an effort to answer and give professional explanation to students regarding communal measuring instruments: water meters, electricity meters, gas meters and heat meters, legal obligation and deadlines for verification of these measuring instruments as well as process of extraordinary inspection of measuring instrument in use.

Laboratory for thermometry within Directorate of Measures and Precious Metals (hereinafter: DMDM), Laboratory for Thermotechnics and Energy within Institute for Nuclear Sciences Vinča (hereinafter: Vinča) and Metrology Laboratory for Temperature and Thermophysical Quantities were hosts of workshop „Eura – Thermal“ project on “High Temperature Measurement by Contact Method and Thermal Conductivity of Solid Materials” at Klub poslanika on 9th of November 2017.
Workshop was opened by Ms. Slavica Simić, acting assistant of director of Directorate of Measures and Precious Metals and Mr. dr Nenad Milošević PhD, Head of Metrology Laboratory for Temperature and Thermophysical Quantities of Institute Vinča, expressing great satisfaction for interest in workshop. Activities within the project were presented by participants: Mr. Jean-Remy Filtz, National Laboratory for testign LNE, France; Mr. dr Danijel Šestan PhD, Faculty of Mechanical Engineering and Naval Architecture, Croatia; Ms. Narcisa Arifović, National metrology institute TUBITAK-UME, Turkey; Ms. Emese Thurzo-András, Government Office of the Capital City Budapest, Hungary; Mr. dr Nenad Milošević PhD and Mr. Nenad Stepanić, Vinča and Ms. Slavica Simić DMDM.
The aim of the workshop was to present improved measuring method of high temperature to interested parties in this field. Presented content was assessed as useful by workshop participants. Mr. Čedomir Belić Acting Director and Mr. Predrag Đurić Acting Assistant Director of Directorate of measures and precious metals (hereinafter: DMDM) attended meeting of directors of national metrology institutes which took place in Sèvres, France on October 18 – 19, 2017. Host of the meeting was the International Bureau of Weights and Measures (BIPM).

During the meeting, metrology issues of worldwide relevance, program of work of International Bureau of Weights and Measures and update of CIPM MRA arrangement – Arrangement on mutual recognition of national standards and calibration certificates and measures issued by national metrology institutes, as well as ways of financing of national metrology institutes were considered. Also planned activities on redefinition of measuring units (SI) were discussed as well as planned activities for implementation of new measuring unites in Meter Convention member states, as one of the conclusion from previous meeting.

Ms. Slavica Simić Acting Assistant Director of Directorate of Measures and Precious Metals (hereinafter DMDM) attended meeting of directors, representatives of metrology institutes within Working Group for metrology Capacity Building. The meeting took place in Vilnius, Republic of Lithuania on October 25 and 26, 2017. Host of the meeting was EURAMET – regional metrological organization in Europe.

During the meeting strategic goals were discussed and in regard to that, revision of actions from 2017 as well as planned activities for 2018. Report related to Work Group activities from 2016 and 2017 were adopted. Status and possibility of scholarship for young metrologists in research activities in developed metrology institutions, as well participation on calls for projects from 2017 which will be financed were considered. Also, news from EURAMET, WELMEC – European cooperation in legal metrology, BIPM CIP MRA – Arrangement on mutual recognition of national standards and calibration certificates and measures issued by national metrology institutes and CBKT activities within International Bureau of Weights and Measures were considered.

The Twinning project worth of One million Euros for greater competitiveness of Serbian economy in the EU was solemnly closed down at the premises of the Embassy of the Czech Republic. The project was aimed at improvement of consumers health and safety protection, respectively consumers interest protection, raising competitiveness of Serbian economy, removing unnecessary barriers in trade within negotiations with the EU, in order to facilitate trade in goods between the EU and Serbia and strengthening quality infrastructure institutions.

Twinning project started on October 1st, 2015 and its realization lasted 25 months. The project was partner implemented with consortium from the Czech Republic (Czech Metrology Institute, Czech Office for Standards, Metrology and Testing and Czech Accreditation Institute) and Ministry of Economy of the Republic of Serbia. Project helped building efficient and internationally recognized Quality infrastructure system in Serbia. That enabled domestic companies and industry better conditions for implementation of technical legislation and standard application for products and management systems.

Thanks to the project, technical legislation has been more harmonized with European regulations in the field of Metrology, pre-packaged products, aerosols, toys, ATEX and elevators.

Directorate representatives Ms. Slavica Simić, Ms. dr Branka Radanov PhD, Mr. Pavle Staničić and Mr. Dragan Pantić attended the event.

Within PTB Project on support of the Quality Infrastructure in Serbia was held Training on documentation for implementation of Module D and F in MID/NAWI. Trainer was Mr. Wolfgang Mikovits from the National Metrology Institute of Austria – BEV. Training was held in Directorate of Measures and Precious Metals from October 16 – 17, 2017. Training was attended by representatives of the Group for certification of Directorate of Measures and Precious Metals.

Training was divided in two parts. The first part referred to documentation analysis prepared for carrying out of the procedure necessary for implementation of Module D in Regulation on measuring instruments.

The second part of the training referred to presentation of the documentation that BEV uses when implementing the application of procedure for Module D/D1 in MID and Module D in NAWI.

U Regionalnoj privrednoj komori (RPK) 28. septembara 2017. godine u okviru Tvining projekta „Jačanje kapaciteta Infrastrukture kvaliteta i ocenjivanje usaglašenosti u Republici Srbiji“ održana je info sesija sa temom: „Podizanje svesti o metrologiji u Republici Srbiji“.

U ime PKS RPK prisutne je pozdravio Momčilo Nikolčić, direktor RPK Srenjobanatskog upravnog okruga poželevši im dobrodošlicu, predstavivši im značaj i mesto RPK u komorskom sistemu Srbije; dr Branka Radanov savetnik za poslove iz oblasti naučne i zakonske metrologije ispred Direkcije za mere i dragocene metale (DMDM) i Karel Začek, stalni savetnik za Tvining projekat u Republici Srbiji.

dr Branka Radanov, Dragan Pantić i Sonja Milojković su učesnicima predstavili unapređenje kapaciteta DMDM kao nacionalne metrološke organizacije, implementaciju MID i NAWI direktive u srpsko zakonodavstvo, kao i proces ovlašćivanja privrednih subjekata i drugih pravnih lica za obavljanje poslova overavanja merila.

Kolege iz Češkog metrološkog instituta (ČMI) Pavel Novaček, Peter Kiška, Kristina Vančurova i Natalija Stanova upoznali su prisutne sa radom ČMI, osvrnuvši se na njegov istorijat, mogućnosti merenja i etaloniranja, njihove nacionalne etalone, kao i učešće ČMI u međunarodnim, evropskim i IPA projektima.

Najviše interesovanja, učesnici Info sesije iskazali su za postupak ovlašćivanja privrednih subjekata za overavanje merila, kao i način polaganja stručnog ispita za obavljanje poslova overavanja merila.

Ministar privrede, Goran Knežević posetio je 27. septembra 2017. godine, sa saradnicima Aleksandarom Starčevićem, Radojem Savićevićem i Miodragom Dugandžijom Direkciju za mere i dragocene metale (DMDM).

Ministar je obišao laboratorije za masu, dužinu, velike zapremine, dragocene metale i električne veličine, gde se detaljno upoznao sa aktivnostima na održavanju, usavršavanju i razvijanju nacionalnih etalona, međunarodnim projektima u kojima DMDM učestvuje kao i drugim poslovima koje DMDM obavlja.
V.d. direktor DMDM Čedomir Belić istakao je da je razvoj metrologije od ključnog značaja kako za smanjivanje gubitaka i povećanja profita u privredi tako i za povećanje sigurnosti i bezbednosti proizvoda na tržištu, i da je DMDM kao nacionalni metrološki institut, jedan od stubova infrastrukture kvaliteta u Srbiji.

Ministar Knežević je izrazio posebno interesovanje za međulaboratorijska poređenja i rezultate koje je u njima ostavrila DMDM, kao i za doslednu primenu zakonske kontrole merila, kako u oblastima koje su harmonizovane sa zakonodavstvom EU, tako i u neharmonizovanoj oblasti u skladu sa nacionalnim propisima.

Within the Twinning project: „Strenghtening Capacities of National Quality Infrastructure and Conformity Assessment Services in the Republic of Serbia“ an Info session on „Raising awareness on Metrology in the Republic of Serbia“ was held in Regional Chamber of Commerce and Industry of Nišava, Pirot and Toplica Administrative Districts on September 26, 2017.

Before an Info session, participants were welcomed by Mr. Zoran Markovic, Regional Chamber of Commerce and Industry of Nišava, Pirot and Toplica Administrative District. He pointed the importance of this event. Dr. Branka Radanov PhD, Advisor for Scientific and Legal Metrology of Directorate of Measures and Precious Metals (DMDM) and Karel Žáček, Standing Advisor for Twinning in the Republic of Serbia said a few introductory words as well.

Colleagues Tamara Đekić and Rade Dereta presented the Quality management system of Directorate and metrological requirements for electirc power measuring instruments software.

The colleagues from the Czech Metrology Institute (ČMI): Mr Pavel Nováček, Mr. Peter Kiška, Ms. Kristýna Vančurová and Ms. Natália Stanová presented the Czech Metrology Institute with a short review on its history, calibration measuring capabilities, their national standards as well as ČMI participation in international, European and IPA projects.
