TrainMiC Event

Organized by the Directorate of Measures and Precious Metals, Serbian Chamber of Commerce, under the auspices of the European Commission and the Institute for Reference Materials and Measurements (IRMM) as а project leader, at the Serbian Chamber of Commerce, a TrainMiC - A training program for the measurement in chemistry, was held in a period of December 21-22, 2016. There were 11 participants, that were representatives of accredited laboratories for testing and calibration, institutes, industry, laboratories in the accreditation process and Directorate of Measures and Precious Metals. Topics presented in this course were related to the traceability of measurement results, uncertainty of measurement - principles, uncertainty of measurement – approaches to evaluation, validation of measurement procedures and sampling as a part of measurement procedure, according to standard ISO/IEC 17025. In the course, presented two additional presentations - Calibration of thermometers and Calibration laboratory flasks. Example session EX-05-1-Nitrate concentration in drinking water.

U „Službenom glasniku Republike Srbije”, broj 104/16 od 23. decembra 2016. godine objavljen je Pravilnik o brojilima aktivne električne energije klase tačnosti 0,2 S..

Pravilnik o brojilima aktivne električne energije klase tačnosti 0,2 S je objavljen u „Službenom glasniku RS”, broj 104/16 od 23. decembra 2016. godine. Ovaj pravilnik stupa na snagu 31. decembra 2016. godine, a primenjuje se od 1. januara 2017. godine, osim člana 11. koji se primenjuje danom pristupanja Republike Srbije Evropskoj Uniji.

Pravilnikom o brojilima aktivne električne energije klase tačnosti 0,2 S propisuju se zahtevi i natpisi i oznake za brojila aktivne električne enrgije klase tačnosti 0,2 S, način utvrđivanja ispunjenosti tih zahteva, karakteristike opreme za utvrđivanje ispunjenosti zahteva, kao i način i uslovi overavanja brojila aktivne električne energije klase tačnosti 0,2 S.

Ministarstvo privrede Rešenjem broj 119 – 01-232/2016 – 07 od 21. 11. 2016. godine imenovalo je Direkciju za mere i dragocene metale za obavljanje poslova ocenjivanja usaglašenosti merila sa odgovarajućim zahtevima iz Priloga 1 Pravilnika i zahtevima iz odgovarajućeg priloga Pravilnika za svako merilo, prema postupku ocenjivanja usaglašenosti Modul B - ispitivanje tipa, u skladu sa članom 7. Pravilnika, i to:

- vodomera, Prilog 17:MI-001 Pravilnika;

- gasomera i uređaja za konverziju zapremine, Prilog 18:MI-002 Pravilnika;

- brojila aktivne električne energije, Prilog 19:MI-003 Pravilnika;

- merila toplotne energije, Prilog 20:MI-004 Pravilnika;

- mernih sistema za neprekidno i dinamičko merenje količina tečnosti koje nisu voda, Prilog 21:MI-005 Pravilnika;

- vaga sa automatskim funkcionisanjem, Prilog 22:MI-006 Pravilnika;

- taksimetara, Prilog 23:MI-007 Pravilnika;

- materijalizovanih mera, Prilog 24:MI-008 Pravilnika;

- merila dimenzija, Prilog 25:MI-009 Pravilnika; - analizatora izduvnih gasova, Prilog 26:MI-010 Pravilnika.

On December 23, 2016 in the premises of the Directorate of Measures and Precious Metals (DMDM) in Novi Sad was held traditional Annual gathering of the employees of the DMDM. Besides DMDM employees the gathering attended Mr. Nenad Milošević, representative of the Institute for Nuclear Sciences “Vinča”.

Mr. Čedomir Belić, Acting Director of DMDM, summarized results achieved in the year 2016. He pointed out adoption of new Law on Metrology and Law on the Amendments to the Law on Control of Precious Metals Articles which came into force on the March 4, this year and renovation of DMDM building in Kruševac. As most significant results in the previous period were pointed out Designation of the DMDM for conformity assessment of non – automatic weighing instruments with the relevant requirements of Regulation on non – automatic Weighing Instruments and publishing of new Calibration and Measurements Capabilities for DC voltage, chemistry (gas analyses) and six lines in the field of roughness in BIPM KCDB database.

Mr. Predrag Đurić, Acting Assistant Director of DMDM for Control and Supervision Sector, pointed out that year 2017 will be dedicated to legal metrology and that team work of employees will be key factor for achievement of planned results.

Third year students of Recycling technology Department of the High School of Professional Studies – Belgrade Polytechnics from Belgrade visited DMDM on December 21, 2016.

Third year students were acquainted with the role of DMDM in Metrological system of the Republic of Serbia and professional activities in the field of fundamental and legal metrology through short video presentation of DMDM.

Study visit continued with the visiting of DMDM laboratories. Students visited laboratories for length, mass, acoustics, thermometry, time, DC voltage and large volumes, where were presented to them relised calibration methods for transfer values of SI units to the end users.

Within the Project “Quality infrastructure support in the Republic of Serbia” which carries out National Metrology Institute of Germany (PTB), Head of Supervision sector of the Metrology Institute of the Republic of Slovenia Mrs. Dušanka Škrbić visited DMDM from December 11th to 14th, 2016. At that occasion she gave guidelines and proposals for development of the Information system which is in progress and financed from the project. The Information system will cover the whole Metrological supervision and follow verification of measuring instruments. It will systematically consolidate on one place information related to measurement instruments subjected to mandatory verification and Metrological supervision. Also she changed positive experience from praxis with colleagues from the Control and supervision sector.

Students Visited DMDM

Accompanied by Prof. Koviljka Stanković, Master studies students of School of Electrical Engineering in Belgrade, who attend the subject Metrology and measurement computer systems visited the Directorate of Measurements and Precious Metals (DMDM). After introduction with the DMDM tasks and responsibilities, students visited laboratories.

Directorate of Measures and Precious Metals (DMDM) hosted workshop on Strategic planning organized by EURAMET – European Association of National Metrology Institutes which took place in Belgrade on December 5th and 6th.

Participant were welcomed by Mr. Čedomir Belić, Acting Director of DMDM, after which Mr. Tanasko Tasić, EURAMET representative, addressed the present expressing satisfaction for the gathering, after which he drew attention on importance of Strategic planning and workshops held before. Except Mechanism of human resources sustainability and Strategic planning, workshop was the occasion for participants to exchange experiences from praxis in their National Metrological Institutes and talk about challenges Institutes facing with. Besides representatives of Serbia, workshop attended representatives of National Metrology Institutes from Ireland, Turkey, Montenegro and Albania.

In the ”Official Gazette of RS”, No. 95/16 of November 30, 2016, is published Regulation on Amendments to the Regulation on Measuring Instruments.

Regulation on amendments to the Regulation on measuring instruments was published in the “Official Gazette of RS", No. 95/16) of November 30, 2016. This Regulation came into force on December 8, 2016.

By the Regulation on amendments to the Regulation on measuring instruments the expiry date of the Certificate of type approval has been extended until January 1, 2024. Also this Regulation has prescribed that the measuring instruments which have been in use on the day it came into force can be submitted to periodical or extraordinary verification until they meet requirements from the regulations based on which they were put into use.

Institut za standardizaciju Srbije primljen je u punopravno članstvo evropskih organizacija za standardizaciju CEN i CENELEC čime se predstavnicima privrede i drugim zainteresovanim stranama, ravnopravno učešće u evropskoj standardizaciji i direktan pristup standardizacijskim dokumentima.

U okviru Twinning projekta u tehničkom delu aktivnosti „Activity 3.1 Trainings and consultancy to DMDM for implementation of MID, NAWI and Pre-packages, extension of the accreditation scope, improvement of existing Serbian measurement standards, obtaining new calibration and measuring capabilities”,u Direkciji za mere i dragocene metale (DMDM) je od 21. do 25. novembra 2016. godine,organizovan nastavak aktivnosti na projektu sa kolegama iz Češkog Metrološkog Instituta (CMI).
Predstavnici CMI Karel Ševčík, ekspert za brojila električne energije, Tomáš Valenta, ekspert za gasomere, Jindřich Bílek, ekspert za vodomere i Stanislav Hynek, ekspert za taksimetre imali su konsultativne razgovore i razmenili su iskustva sa kolegama iz DMDM.
Ključni elementi navedene komponente Projekta su bili predstavljanje tehničkih kapaciteta, poboljšanje postojeće implementacije EU Direktive o merilima u Srbiji, označavanje u obavljanju poslova ocenjivanja usaglašenosti, razvijanje procedura u svrhu imenovanja tela za ocenjivanje usaglašenosti, kao i proširenje kapaciteta DMDM za poslove ispitivanja merila.
Sa stanovišta pripreme DMDM za imenovanje odabranih laboratorija, kao jedan od preduslova za članstvo Srbije u EU, vođeni su razgovori o narednim koracima i aktivnostima DMDM u okviru priprema tehničke regulativa i procedura.

U okviru Tvining projekta Evropske unije „Jačanje kapaciteta nacionalnog sistema za infrastrukturu kvaliteta i tela za ocenu usaglašenosti u Republici Srbiji“ predstavnik Direkcije za mere i dragocene metale (DMDM), šef Odseka za kontrolu i nadzor Beograd, dr Branka Radanov učestvovala je na sastanku sa temom „Procesi akreditacije u svrhu notifikacije tela za ocenu usaglašenosti“, koji je održan u sredu, 23. novembra 2016. godine u Ministarstvu privrede, Sektor za infrastrukturu kvaliteta. Tom prilikom su predstavnici Češkog akreditacionog instituta (CMI), dali smernice, primere iz prakse i preporuke predstavnicima Ministarstva zdravlja, Akreditacionog tela Srbije, Ministarstva privrede i DMDM u vezi sa različitim procesima akreditacije u svrhu notifikacije tela za ocenu usaglašenosti.

Within the Twinning project of the European Union „Strengthening capacities of National Quality infrastructure and conformity assessment services in the Republic of Serbia“ in the Directorate of Measures and Precious Metals (hereinafter DMDM) on the November 15 and 18, were held meetings on the topic of raising awareness of entrepreneurs in Serbia about the significance, importance and benefits that brings them fulfillment of requirements of technical regulations and standards in this area.

On behalf of DMDM, the participants were welcomed by Branka Radanov PhD, Head of Section for Control and Supervision, Section Belgrade. The meeting was attended by DMDM representatives: Tatjana Cincar-Vujović, Head of Section for electrical quantities; Rade Dereta, metrologist in Section for electrical quantities; Ljiljana Mićić, Head of Group for volume and flow; Zoran Marković PhD, Head of Section for certification; Nedeljko Vukadinović, metrologist for conformity assessment and certification; Slobodan Zelenika, Head of Section for dimensional optical quantities and acoustics; Pavle Staničić, special Advisor of Director for juridical and general affairs and Željko Lalić, Ministry of Economy - Sector for Quality infrastructure and safety of products on the market. Czech National Metrology Institut (CMI) was represented by Karel Začek, resident Twinning adviser; Nikola Rašković, resident Twinning adviser assistant; Jiri Tesar PhD, Director for Fundamental Metrology and Kristina Vankurova, project manager of the National Metrology Institute of the Czech Republic.

At the meetings the colleagues from Czech Republic presented how and in which way they cooperate with entrepreneurs in sense of knowledge transfer, necessary for fulfillment of requirements of technical regulation. Future DMDM activities related to organization and planning of info – sessions have been planned. During the info – sessions the representatives of the Economy in the Republic of Serbia will be presented current technical requirements and standards in the field of metrology, with the aim of increasement of their competitiveness on the market.

Final – year students of Faculty of mechanical engineering University of Belgrade visited the Directorate of Measures and Precious Metals.

Within experimental exercises from subject Technical legislation – regulations and standards, studetns were acquainted with the role of the Directorate in Metrological system of the Republic of Serbia and professional activities in the field of scientific and legal metrology.

In name of Directorate, students were welcomed by Tatjana Cincar – Vujović, Head of Section for electrical quantities. Study visit has been continued visiting laboratories of the Directorate. Students visited laboratories for: temperature, dc voltage, time, photometry, volume, length, acoustics, and mass where were presented to them the realized calibration methods for transfer values of SI units to the end users.

Students of High School of Proffessional Studies - Belgrade Polytechnics from Belgrade visited the Directorate of Measures and Precious Metals on the November 8, 2016.

In addition to theoretical knowledge of Metrology, which they acquired from Metrology course within the Quality management Study programme, the first – year studetns were acquainted with the role of the Directorate in Metrological system of the Republic of Serbia and professional activities in the field of scientific and legal metrology.

Study visit has been continued visiting laboratories of the Directorate. Students visited laboratories for length, mass, acoustics, photometry, time and dc voltage, where were presented to them the realized calibration methods for transfer values of SI units to the end users. They were introduced with the research in which Directorate participates, to improve SI units, realizing new and improving existing national standards, and providing their metrological traceability up to the international level.

Ending Daylight Saving Time in 2016

On the basis of the Law on time calculation („Official Gazette of SCG", No. 20/2006) in 2014 daylight saving time ends on Sunday, October 26, 2014, in 3 h 00 min 00 s, so that, by moving back by one hour, the time of 3 h 00 min 00 s counts as 2 h 00 min 00 s.
Hour that on October 26, 2014, due to moving back by one hour, appears twice between 2 h 00 min 00 s and 3 h 00 min 00 s marks the first time as an hour 2A and the second time as an hour 2B.

At the 15th International Conference on Legal Metrology and 51st Meeting of the International Committee of Legal Metrology, held in Strasbourg, France, on October 17 – 21, 2016, participated Mr. Čedomir Belić, Acting Director of Directorate of Measures and Precious Metals and Member of the International Committee of Legal Metrology, and Dr. Zoran Marković, Head of Group for certification.

At the Conference, in addition to the existing OIML Basic and MAA Certificates Systems, was established a new integrated OIML Certification System (OIML-CS). OIML budget for years 2017 – 2020 was adopted, whereby contributions of Member States and Corresponding Members remain unchanged, or there is no increase of the budget. Conference sanctioned the new or revised OIML Documents and Recommendations, approved by the International Committee of Legal Metrology.

Committee approved the new OIML Recommendations and adopted the new projects. Revision of the document on the development of OIML Recommendations will be continued next year. Committee has decided to close Translation Center and on the cessation of funding. Cooperation with Regional Legal Metrology Organizations and aid to developing countries were discussed. Kenya received the OIML Award for Excellent Contributions in Legal Metrology in Developing Countries. Prof. Roman Schwartz from Germany was elected as the CIML First Vice-President.

Direkcija za mere i dragocene metale (DMDM), Grupa za zapreminu i protok, planira da u narednom periodu organizuje međulaboratorijsko poređenje (PT šemu) iz oblasti zapremine tečnosti, podoblast uređaji zapremine sa klipom.
Naziv PT šeme je "Etaloniranje pipete sa klipom".

Sve zainteresovane laboratorije iz zemlje i regiona koje žele da učestvuju u pomenutom poređenju (PT-šemi), mogu da podnesu svoj zahtev/prijavu zvanično na adresu Direkcije za mere i dragocene metale, 11000 Beograd, Mike Alasa 14, najkasnije do 10. novembra 2016. godine.

Laboratorije učesnice će snositi troškove međulaboratorijskog poređenja kao i troškove transporta predmeta etaloniranja. Laboratorije su u obavezi da same obezbede transport etalona do naredne laboratorije učesnice, a u skladu sa tehničkim protokolom poređenja.

Troškovi koji se uplaćuju na račun DMDM za potrebe poređenja iznosiće 28.000,00 RSD.

DMDM će, kao pilot laboratorija, nakon prikupljanja prijava, svim učesnicama dostaviti tehnički protokol poređenja i odrediti datum početka navedene aktivnosti.

Direkcija za mere i dragocene metale (DMDM), Grupa za termometriju, planira da u narednom periodu organizuje međulaboratorijsko poređenje (PT-šemu) u oblasti termometrije, podoblast temperature:

1. Etaloniranje otpornih termometara.

Sve zainteresovane laboratorije iz zemlje i regiona koje žele da učestvuju u pomenutom poređenju (PT-šemi), mogu da podnesu svoj zahtev/prijavu zvanično na adresu Direkcije za mere i dragocene metale, 11000 Beograd, Mike Alasa 14, najkasnije do 31. oktobra 2016. godine.

Laboratorije učesnice će snositi troškove međulaboratorijskog poređenja kao i troškove transporta predmeta etaloniranja. Laboratorije su u obavezi da same obezbede transport etalona do naredne laboratorije učesnice, a u skladu sa tehničkim protokolom poređenja.
