In Belgrade in the premises of the Club of delegates, on December 21, 2015, was held a traditional annual gathering of the Directorate for Measures and Precious Metals „Towards 2020”. In addition to all the employees in DMDM, the meeting was attended by Dr. Miloš Petrović, State Secretary of the Ministry of Economy, Mr. Jovan Petrović, Acting Assistant Minister of Economy – Sector for quality infrastructure and safety of products on the market, Mr. Radoje Savićević, Secretary, Mrs. Dragana Zečević and Mr. Željko Lalić, representatives of the Ministry of Economy, and Mr. Djordje Lazarević and Mr. Nenad Milošević, representatives of the Institute for Nuclear Sciences “Vinca”.

Mrs. Vida Živković, M.Sc., Director of DMDM, with the expressions of welcome to attendees, announced the agenda of this meeting and its working character, which aims to summarize the results achieved in 2015 and the review of obligations in the coming period.

In the second part of the event was held the workshop “Towards 2020”, in which the participants of the conference, organized into working groups, gave their views and proposals for the solution of future professional challenges for the effective and efficient use of existing resources and strengthening DMDM and in the direction of the strategic aims in the field of scientific / industrial and legal metrology, with the respect to the adopted Strategy for improving the system of quality infrastructure in the Republic of Serbia for the period 2015-2020 and Action Plan.

Organized by the Directorate of Measures and Precious Metals (DMDM) and the Serbian Chamber of Commerce (Group for Metrology in Association of accredited conformity assessment bodies), on December 7, 2015, was held a meeting of authorized bodies for performing verification of water meters and heat meters.

In accordance with the one of the conclusion of the Annual Meeting of authorized bodies for performing verification of measuring instruments of April 7, 2015, so far have held separate meetings with the representatives of the authorized bodies for performing verification of mass measuring instruments, electricity meters and measuring instruments and measuring systems for continuous and dynamic measurement of quantities of liquids other than water. This, the fourth meeting, dedicated to water meters and heat measuring instruments, was held to consider matters relating to the implementation of the Regulation on measuring instruments („Official Gazette of RS”, No. 63/13) as of January 1, 2017.

After a three-year cycle, Directorate of Measures and Precious Metals successfully confirmed the compliance of its integrated management system with the requirements of standard SRPS ISO 9001:2008, SRPS ISO 14001:2008 and SRPS OHSAS 18001:2008.

Scope of certification covers: calibration/testing of measuring devices; type approval of measuring instruments; verification of measuring instruments; development of the new and improvement of the existing standards of the Republic of Serbia, including calibration methods; control and hallmarking of precious metals articles; issuing a decision on sign of manufacturer of precious metals articles; metrological supervision activities; testing and supervision of pre-packaged products and supervision of precious metals articles.

Directorate of Measures and Precious Metals (DMDM), in the scope of activities of the EURAMET Focus Group on Facilitating National Metrology Infrastructure Development (EURAMET FG-FNMID), hosted the „Training on Time and Frequency Dissemination In Packet – Oriented Networks” in Belgrade, from November 19-20, 2015. The Training was organized by EURAMET, PTB and DMDM, based on great member’s interest in the field of T&F keeping and dissemination.

The participants were welcomed by Mr. Boris Laštro, Assistant Director of Directorate of Measures and Precious Metals.
Lecturers for the theoretical part of the training were experts Mr. Dieter Sibold from the National Metrology Institute of Germany (PTB), and Dr. Rado Lapuh from National Metrology Institute of Slovenia (MIRS). For the practical realisation of T&F keeping and dissemination in DMDM laboratories, lecturers were Mrs. Snežana Renovica and Mr. Dušan Popović from DMDM, Group for time, frequency and time dissemination.

Mr. Rado Lapuh presented a introductory presentation on Capacity Building in EURAMET, in behalf of Mr. Tanasko Tasić, EURAMET Capacity Building and Members’ Support Officer.

Training was attended by 15 participants, representatives of European National Metrology Institutes. Topics covered in this Training related to the Time keeping and distribution – state-of-the-art, T&F Dissemination In Packet – Switched Networks and Time keeping and dissemination in Republic of Serbia – a practical realisation in DMDM laboratories.

European Commission published Progress Report on Serbia for 2015.

Within Section 5. Ability to assume the obligations of membership, Chapter 1: Free movement of goods, it is stated: „In the field of metrology were adopted bylaws in non-harmonized area, together with the Decree passed on the basis of Recommendations of the International Organization of Legal Metrology. Number of internationally recognized national standards for calibration and measurement is still 143. Directorate of Measures and Precious Metals has improved its capacity for market surveillance, especially for monitoring the implementation of EU Directives relating to standards and non-automatic weighing instruments”.

Strategy of improving the system of quality infrastructure in the Republic of Serbia for the period 2015-2020, which the Serbian government adopted at a session on October 30, was published in the “Official Gazette of the Republic of Serbia” No. 93/15.
The establishment and improvement of the quality infrastructure system is very important for the economy and consumers. It allows entrepreneurs to realize market demands in term of quality and free marketing of goods and easier and simpler export, and consumers to ensure the safety of products they buy.

Serbia has established a network of institutions and organizations in the field of quality infrastructure – metrology, accreditation, conformity assessment and standardization, with the requirements of technical regulations and standards. This system is a function of the service of the domestic economy, and Strategy defines further steps for dynamic and comprehensive development of these areas and systems.

Based on Program of public debate, determined by conclusion of Government of the Republic of Serbia on October 8, 2015, Ministry of Economy in the premises of the Directorate of Measures and Precious Metals, on October 30, 2015, organized public debate, in the form of a round table, on draft Law on metrology.

At the beginning of the public debate Mrs. Vida Živković, M.Sc., Director of Directorate of Measures and Precious Metals, welcomed the members of the Round table and gave introductory word. Mrs. Vanja Radojević Milošević, Head of Department for legal and general affairs, by her presentation explained the reasons for the adoption of a new law, as well as with the most important inovations that this law brings, after which it moved to the discussion of those present.

About the public debate on draft Law on metrology, Ministry of Economy will make a report and prepare a final version of the draft law for consideration at the session of the Government.

Organized by the Directorate of Measures and Precious Metals for a period of October 12-27, 2015, three two-day trainings in the field of verification of non-automatic weighing instruments were held. Trainings were attended by 37 participants, representatives of authorized bodies for tasks of verification of measuring instruments for mass, as well as authorized bodies that are in the process of authorization.

Training consisted of theoretical part, in which was presented the Regulation on non-automatic weighing instruments and the standard SRPS EN 45501:2009 and practical part, in which was presented the manner and procedure for examination of weighing instruments. At the end of the training all participants took the test of knowledge of Regulation on non-automatic weighing instruments and the standard SRPS EN 45501:2009.

Within the project of technical assistance of FR Germany to quality infrastructure institutions in the Republic of Serbia, on October 20-22, 2015, in the premises of Directorate of Measures and Precious Metals was held pre-assessment of Directorate of Measures and Precious Metals certification body for accreditation according to standard ISO/IEC 17065.

Assessor was Mr. Wolfgang Mikovits from the National Metrology Institute of Austria (BEV – Bundesamt für Eich- und Vermessungswesen). Pre-assessment was attended by representatives of the Department for certification of Directorate of Measures and Precious Metals.

Metrological Supervision – Training

In the period from October 5-9, 2015, six employees from the Directorate of Measures and Precious Metals visited the Federal Office of Metrology and Surveying (BEV) in Vienna. This week of practical training was an important part of the long cooperation between German Institute PTB and DMDM to support the European integration process in Serbia, as a part of the project „Support to the quality infrastructure” in Serbia. Topic of practical training was „Market surveillance over measuring instruments and pre-packaged products”.

Between April 14-17, 2015 theoretical basis is given in the form of basic training for DMDM experts. Main objectives were European Directive 765/2008/EC (requirements for accreditation and market surveillance), Directive 2014/32/EU (MID – Directive on measuring instruments), Directive 2014/31/EU (NAWID – Directive on non-automatic weighing instruments) and 2007/45/EC (together with the basic rules and nominal quantities for pre-packaged products).

Directorate of Measures and Precious Metals (DMDM), the Group for time, frequency and time dissemination, plans in the future to organize interlaboratory comparison in the field of Time and Frequency:

1. Calibration of reference time and frequency standards

All interested laboratories from the country and region that want to participate in the aforementioned comparison, PT-scheme, can submit their request / application formally to address the Directorate of Measures and Precious Metals, 11000 Belgrade, Mike Alasa 14, Republic of Serbia, at the latest by November 30, 2015.

Participating laboratories will bear the costs of interlaboratory comparison and the costs of transporting objects of calibration. Laboratories are required to provide the transportation to the following participating laboratory, in accordance with the comparison technical protocol.

Costs to be paid on account of DMDM for comparison purposes will amount to 21,000.00 RSD.

DMDM, as a pilot laboratory, after collecting applications, will submit a technical protocol to all participants in the comparison.

Depending on the number of interested laboratories, DMDM will subsequently determine the start date for the above activity.

Based on Program of public debate, determined by conclusion of Government of the Republic of Serbia on September 16, 2015, in the premises of the Directorate of Measures and Precious Metals, public debate was organized on draft Law on amendments and supplements to Law on control of precious metals articles. In addition to representatives of Ministry of Economy and Directorate, this public debate, held in the form of roundtable, was also attended by the representatives of Republic Secretariat for Public Policy, MUP RS, Ministry of Trade, Tourism and Telecommunications, Serbian Chamber of Commerce and Union of Jewelers of Serbia.

About the public debate on draft Law on amendments and supplements to Law on control of precious metals articles, Ministry of Economy will make a report and prepare a final version of the draft law for consideration at the session of the Government.

Ending Daylight Saving Time

On the basis of the Law on time calculation („Official Gazette of SCG”, No. 20/2006) in 2015 daylight saving time ends on Sunday, October 25, 2015, in 3 h 00 min 00 s, so that, by moving back by one hour, the time of 3 h 00 min 00 s counts as 2 h 00 min 00 s.

Hour that on October 25, 2015, due to moving back by one hour, appears twice between 2 h 00 min 00 s and 3 h 00 min 00 s marks the first time as an hour 2A and the second time as an hour 2B.

Organized by the Directorate of Measures and Precious Metals (DMDM), Serbian Chamber of Commerce (Group for metrology of Association of accredited conformity assessment bodies) and Regional Chamber of Commerce Niš, on September 3, 2015 in Niš was held a meeting of authorized bodies for performing verifications of measuring instruments and continuous and dynamic measuring systems for liquids other then water.

As one of the conclusions of the Annual meeting of the authorized bodies for performing verifications of measuring instruments of April 7, 2015, this meeting was held in order to address the essential facts to representatives of the authorized bodies, related to the implementation of the Regulation on measuring instruments (”Official Gazette of RS”, No. 63/13) as of January 1, 2017.

At the 77th meeting of the Standing Committee of the Convention on control and marking of articles of precious metals (Hallmarking Convention), held on September 10, 2015 in London, United Kingdom, where as representatives of the Republic of Serbia participated Mrs. Jelena Popović, M.Sc., Assistant Minister for Quality Infrastructure and Mrs. Vida Živković, M.Sc., Director of Directorate of Measures and Precious Metals, a representative of the Depositary of the Convention, the Ministry of Foreign Affairs of Sweden, reported the attendees that the Depositary sent to Government of the Republic of Serbia the official invitation for its accession to the Convention.

Ministry of Foreign Affairs of Sweden, by note of September 4, 2015, informed the Ministry of Foreign Affairs of Serbia that has the honor to invite Republic of Serbia to accede to Convention.

Invitation for accession of Serbia to the Convention came after the Ministry of Foreign Affairs of Sweden has been granted by all States parties to the Convention information on their compliance for admission of Serbia to the Convention and after the set deadline of four months was not reached even one objection.

With this invitation, the process of accession to full membership of the Republic of Serbia to the Convention on control and marking of articles of precious metals (Hallmarking Convention), which was launched on October 25, 2013, by submitting an application of Republic of Serbia to the Convention, entered the final phase. Accession of Serbia to the Convention will enter into force three months after submission of the instrument of accession with the Ministry of Foreign Affairs of Sweden.

Directorate of Measures and Precious Metals (DMDM), the Group for mass, force and pressure, plans in the future to organize interlaboratory comparison in the field of mass as follows:

  1. Calibration of non-automatic weighing instruments
  2. Calibration of weights
  3. Calibration of pressure measuring instruments

All interested laboratories from the country and region that want to participate in the aforementioned comparison, PT-scheme, can submit their request / application formally to address the Directorate of Measures and Precious Metals, 11000 Belgrade, Mike Alasa 14, Republic of Serbia, at the latest by October 15, 2015.

Participating laboratories will bear the costs of interlaboratory comparison and the costs of transporting objects of calibration. Laboratories are required to provide the transportation to the following participating laboratory, in accordance with the comparison technical protocol.

Costs to be paid on account of DMDM for comparison purposes will amount to 21,000.00 RSD.

All interested laboratories from the country and region that want to participate in the aforementioned comparison, PT-scheme, can submit their request / application formally to address the Directorate of Measures and Precious Metals, 11000 Belgrade, Mike Alasa 14, Republic of Serbia, at the latest by August 31, 2015.

Participating laboratories will bear the costs of interlaboratory comparison and the costs of transporting objects of calibration. Laboratories are required to provide the transportation to the following participating laboratory, in accordance with the comparison technical protocol.

Costs to be paid on account of DMDM for comparison purposes will amount to 21,000.00 RSD.

DMDM, as a pilot laboratory, after collecting applications, will submit a technical protocol to all participants in the comparison.

Depending on the number of interested laboratories, DMDM will subsequently determine the start date for the above activities.

In the „Official Gazette of RS”, No. 66/15 of July 27, 2015, is published Regulation on measuring transformers that are used for billing of electricity, which will come into force on August 4, 2015, and will be applicable as of October 1, 2015.

This regulation prescribes the requirements and marking of measuring transformers that are used for billing of electricity (hereinafter: measuring transformers), method of determining compliance with requirements for measuring transformers, methods of measurements, and the manner and conditions of verification of measuring transformers.

This regulation applies to measuring transformers in alternating current circuits, of frequency 50 Hz.

In the „Official Gazette of RS”, No. 66/15 of July 27, 2015, is published Regulation on milk tanks and lactofreezers, which will come into force on August 4, 2015, and will be applicable as of November 15, 2015.

This regulation prescribes the requirements for milk tanks and lactofreezers, marking of milk tanks and lactofreezers, method of determining compliance with requirements for milk tanks and lactofreezers, methods of measurements, and the manner and conditions of verification of milk tanks and lactofreezers.

This regulation applies to milk tanks and lactofreezers that are used in trade of goods and services and measure the volume of milk.

This regulation does not apply to milk tanks and lactofreezers installed in road vehicles.

In the „Official Gazette of RS”, No. 65/15 of July 24, 2015, is published Regulation on refractometers used in trade of products and services, which will come into force on August 1, 2015, and will be applicable as of September 1, 2015.

This regulation prescribes the requirements for manual, Abbe and automatic refractometers used in trade of products and services (hereinafter: refractometers), marking of refractometers, method of determining compliance with requirements for refractometers, methods of measurements, and the manner and conditions of verification of refractometers.

This regulation applies to refractometers that measure and display the refractive index and the sugar content by mass in liquid solution (aqueous sugar or must), if refractometers are provided with the appropriate scales.
