In the ”Official Gazette of RS”, No. 116/13 of December 26, 2013, is published Regulation on the Conditions and Manner of Authorizing Economic Subjects and other Legal Entities for Performing Testing and Hallmarking of Precious Metals Articles, as well as Testing of Precious Metals and their Alloys, which will come into force on January 1, 2014.

This regulation prescribes the conditions and manner of authorizing economic subjects and other legal entities for performing testing and hallmarking of precious metals articles, as well as testing of precious metals and their alloys, composition of the Commission that determine compliance with these conditions, its operation and decision making, keeping a register of authorized bodies, content and form of records kept by the authorized body, way of keeping such records, as well as other issues of importance to the operation of authorized bodies.

In the ”Official Gazette of RS”, No. 114/13 of December 23, 2013, is published Regulation on automatic liquid level gauges in fixed tanks, which will come into force on December 31, 2013.

This regulation lays down requirements for automatic liquid level gauges in fixed tanks, marking of automatic liquid level gauges in fixed tanks, technical documentation, the method of determining compliance with requirements for automatic liquid level gauges in fixed tanks, type examination manner of automatic liquid level gauges in fixed tanks, measurement methods, and the manner and conditions of verification of automatic liquid level gauges in fixed tanks.

A study visit to the Directorate of Measures and Precious Metals was organized for students of the third year of Mechanical Engineering, University of Belgrade, on December 18, 2013.

On the role of the Directorate of Measures and Precious Metals, as a National Metrology Institution of Serbia, the key aspects of metrology and the existence of national standards as a first condition for developed metrology structure spoke Assistant Director Mr. Boris Laštro.

Education visit continued with a tour of the laboratories for mass, length, sound and volume. In addition to theoretical knowledge of metrology on topics about which they were introduced in class, and on which they have some knowledge, especially in relation to the subject of the study "Production Technologies and Metrology", students had the opportunity to get acquainted with the realized most accurate methods for calibration and dissemination of values of SI units to end users and establishing links with the international standards.

In the ”Official Gazette of RS”, No. 110/13 of December 13, 2013, is published Regulation on Amendments to the Regulation on Kinds of Measuring Instruments Subject to Mandatory Verification and Time Intervals of their Periodic Verification, which will come into force on December 21, 2013.

Pre-Packaged Products – Seminar

Seminar on implementation of Regulation on pre-packaged products was held on December 13, 2013 in the Directorate of Measures and Precious Metals, organized by the Regional Chamber of Commerce Kruševac and Directorate of Measures and Precious Metals, in the premises of the Regional Chamber of Commerce Kruševac.

Seminar coordinator Mrs. Branka Radanov, M.Sc., welcomed the participants on behalf of Directorate of Measures and Precious Metals, and on behalf of Regional Chamber of Commerce Kruševac meeting was opened by the President of the Chamber, Mr. Dragiša Ranković. Seminar was aimed at introducing the target with the Regulation, and registration of packers from Rasinski District. Seminar was implemented so that included theoretical and practical parts (workshop and guidelines to packers). Speakers were a team from the Directorate: Branka Radanov, M.Sc, Ljiljana Mićić, Tamara Kalinić, Dušan Jovanović, Boško Stefanović, Aleksandar Kostić, and Dragutin Veljković.

Students of the fifth year of Mechanical Engineering, University of Belgrade, visited the Directorate of Measures and Precious Metals on December 12, 2013. Expert visits attended by their professors dr. Radivoje Mitrović and dr. Zoran Stamenić.

During study visits, students had the opportunity to become more familiar with the role of the Directorate of Measures and Precious Metals in metrological assurance in the Republic of Serbia and its contribution to meeting the requirements for access to membership of the World Trade Organization and the European Union, through the provision of accurate and comparable measurements, use of measuring instruments that are in conformity with the internationally established requirements, the use of SI units of measurement and by providing traceability of all measurement results to national or international standards.

In the laboratories of the Directorate of Measures and Precious Metals, students have seen the ultimate measuring equipment, they met with realized, most accurate calibration methods for disseminating values of SI units and discussed with experts from the Directorate on topics that were introduced during the lectures and on which they have a previous knowledge, especially in relation to the subject of their study "Technical regulations and standards."

In the ”Official Gazette of RS”, No. 106/13 of December 5, 2013, is published Regulation on the manner of testing and marking of precious metals articles, precious metals and their alloys, which will come into force on December 13, 2013.

This regulation closely regulate the manner of testing of precious metals articles (hereinafter referred to as articles) that are so small or fragile that hallmarking cannot be done without damaging of articles or parts of articles that are used for medical, dental, veterinary, scientific and technical purposes, as well as musical instruments or parts of such instruments made of precious metals, content of test report for mentioned articles, precious metals and their alloys, content of application form for testing, or hallmarking of articles, the form of reports on the results of testing of precious metals and their alloys, equipment for testing and hallmarking of articles, the list of items that are hallmarked and the place to which the state hallmark imprint, conditions that must be met by working premises and equipment for testing and hallmarking of articles when testing and hallmarking is done in business premises of the manufacturer, importer or representative.

In the period of November 27 – 28, 2013, in Riga, Latvia, was held a meeting of the WELMEC WG 6 (European Cooperation in Legal Metrology, Working Group 6) for pre-packed products.

In the part of the meeting relating to current events, related to the field of pre-packaged products testing and application of WELMEC Guide to Member States and Associate Members of the WELMEC, Branka Radanov, M. Sc., from DMDM , presented the development of new area, said very good progress in the last several years, starting with the establishment of laboratories , purchase of equipment , training of personnel responsible for carrying out metrological supervision, seminars for packers , development of methods, the integration of WELMEC Guides into national legislation, and the implementation of these Guides in practice.

In a very positive atmosphere, praised the positive progress in this area in the Republic of Serbia and gladly accepted the invitation of representatives of Serbia, namely Directorate of Measures and Precious Metals, to host a meeting of the working group WELMEC WG 6 planned for the year 2014.

Congress of Metrologists 2013

Organized by the Directorate of Measures and Precious Metals, Bureau of Metrology from Montenegro and Society of metrologists, the Congress of metrologists in 2013 was held with a special focus on "New Directions of Development of metrology". Congress of metrologists held at, Hotel "Lake", Bor Lake, in Bor from October 16 to 18 (19), 2013.

Traditionally, the Congress of metrologists aims to share information, scientific and professional knowledge and the improvement of quality in all areas of metrology.

The Congress took place in a plenary session, workshops and sections.

In the ”Official Gazette of RS”, No. 99/13 of November 15, 2013, is published Regulation on termination of certain regulations, which will come into force on November 23, 2013. On the effective date of this Regulation shall supersede regulations and other rules relating to the kinds of measuring instruments which are not subject to verification in accordance with the Regulations on the kinds of measuring instruments which are subject to verification and intervals of their periodical verification (”Official Gazette of RS”, No. 49/10).

Students of the third, fourth and fifth year of the Faculty of Technical Sciences in Novi Sad, of the study program "Energy, Electronics and Telecommunications", course "Instrumentation and Measurement", visited the Directorate of Measures and Precious Metals on November 15, 2013. Professional visit was attended by their professors Dr. Vesna Spasic Jokić, Dr. Zoran Mitrović, Dr. Ivan Župunski and Ljubica Župunski.

With positive results from previous visits, the students of the Faculty of Technical Sciences in Novi Sad became familiar with the role of the Directorate of Measures and Precious Metals in metrological support in Serbia. Mr. Boris Laštro, Assistant Director of Metrology Development Sector, welcomed students on behalf of Directorate, and then was shown a promotional film on Directorate of Measures and Precious Metals.

Professional visit continued visiting the laboratories of the Directorate where students had the opportunity to see the superior measurement equipment, to familiarize themselves with actual, most accurate calibration method for the transfer of the value of SI units.

Directorate of Measures and Precious Metals (DMDM) took part in the Nineth CROLAB conference „ Laboratory Competence 2013 & Regional Conformity Assesment Workshop” - Opatija, from November 06 - 09, 2013. Conference was supported by the EU/EFTA project “Quality Infrastructure in the Western Balkans and Turkey” and dedicated to the position of conformity assesment bodies in Croatia and in region and role of the National Metrology Institutes, National Accreditation Bodies and corresponding Ministries in creation of Regional Conformity Assesment Association, with the aim of improving cooperation and contacts between laboratories in neighboring countries, EU member states and future EU member states.

The Foundation for Quality Culture and Excellence - FQCE in cooperation with the Serbian Chamber of Commerce and supported by the Ministry of Economy - the ministry responsible of quality infrastructure on World Quality Day on Thursday, November 14, 2013 , in the Serbian Chamber of Commerce, as part of the "Forum of quality and business excellence in 2013", 19th time in a row awarded the prestigious award for business excellence "Quality Oscar " in 2013 for outstanding results achieved in the improvement and development of quality and business excellence in the country and the region. An independent jury, after having conducted an evaluation, selected the Directorate of Measures and Precious Metals, which in 2013 achieved some excellent results on developing and improving the quality of business excellence in Serbia.

Directorate of Measures and Precious Metals has shown that it is possible viability of applying the quality system, which contributes to increased competitiveness and sustainable development. In the fierce competition in the regional and European market and the constant struggle to invest in quality and human resources, the Directorate of Measures and Precious Metals has earned the reward by hard work and contribution to the development of economy and the improvement of competitiveness and productivity.

Award is a valuable recognition of Directorate of Measures and Precious Metals, which has a strategic goal to contribute to a better quality, as without quality there is no competitiveness and productivity which are key to survival and condition of release on other markets.

Directorate of Measures and Precious Metals, trying to get ready for EU accession, when will be open up new areas and new real requirements to be met on a daily basis, and for that ”elite competition” we need Team and accompanying conditions.
Example of good practice of Directorate of Measures and Precious Metals is a motivating factor and an incentive to use the model of business excellence, improve performance and increase competitiveness with the aim of winning the leadership position in the region in the field of metrology and share its experience for the sake of “spread of its excellence”.

Pre-Packaged Products – Workshop

Workshop in the field of pre-packaged products '' Workshop on WELMEC Prepackage - Guides and selected aspects of PP legislation" was held from November 6 to 8, 2013 in the Directorate of Measures and Precious Metals, as part of the cooperation with the German Metrology Institute (PTB). Lecturer at the workshop was Dr. Liebegall, Consultant of the PTB Institute.

Coordinator of the workshop by the Directorate of Measures and Precious Metals was Branka Radanov, M.Sc.
Participants of the workshop, staff in the Department of Control and Supervision of Directorate of Measures and Precious Metals: Goran Božović, Dejan Ignjatović, Ruža Krajninger Vuković, Tamara Kalinić, Papdi Damir, Maca Radujkov, Mirjana Bandović, Aleksandar Kostić, Vojkan Glavić, Boško Stefanović, Dragutin Veljković, Dušan Jovanović, Ljiljana Bulić and Branka Radanov, M.Sc.

Workshop covered a variety of topics from the extensive legislation in the field of pre-packaged products. Guide provides an overview of the working group WELMEC WG 6 and an overview of relevant provisions of the OIML, the EU and the German legislation in this area.

Directorate of Measures and Precious Metals and Ministry of Economy organized a second part of the Seminar on the implementation of the Regulation on measuring instruments ("Official Gazette of RS", No. 61/2013), based on the survey in the first part of the Seminar on the implementation of the Regulation on measuring instruments held on October 4, 2013 and was aimed at the industry in the Republic of Serbia to become acquainted with special metrological requirements for water meters, gas meters and volume conversion devices, active electrical energy meters, heat meters, measuring systems for continuous and dynamic measurement of quantities of liquids other then water, automatic weighing instruments, taximeters, material measures, dimensional measuring instruments and exhaust gas analyzers under the Regulation on measuring instruments, ("Official Gazette of RS", No. 61/13), Annexes 17 - 26.

The second part of the Seminar included issues concerning the necessary guidelines for manufacturers and importers to meet the requirements for the placing on the market or in use of the above mentioned measuring instruments, conformity assessment procedures, marking and conformity certificates and other documentation supporting these measuring instruments, as well as the requirements that must meet the designated body which conducts conformity assessment procedure.

In the process of second supervisory assessment and evaluation in order to expand the scope of accreditation by the Accreditation Body of Serbia, Directorate of Measures and Precious Metals (DMDM) managed to prove their competence for calibration of short gauge blocks by interferometric method, and to extend accreditation for calibration field to calibration of measuring instruments for pressure and volumetric flow rate of liquids (rotameters). This year's message from the International Organization for Standardization (ISO), International Electrotechnical Commission (IEC) and the International Telecommunication Union (ITU) jointly sent to the world to mark the World Day of Standard reads: "International standards provide positive changes." These changes are reflected in supporting the rapid growth of economic activities in developing countries, determining the optimal requirements and processes for waste disposal and recycling, removing barriers to communication and collaboration, and providing the products, services and environments become more accessible to people with disabilities. International standards allow countries around the world to participate in innovation, develop better infrastructure and improve energy efficiency, encouraging the general socio-economic progress.

Under the project for technical assistance from Republic of Germany to institutions in Serbia in the field of quality infrastructure, Mrs. Regina Klus from National Metrology Institute of Germany (PTB-Physikalish-Technische Bundesanstalt) held a hands-on training in the field of moisture measurements, in Serbia from October 8-10, 2013.

The Group for Optical and Physic-chemical Quantities, DMDM, in collaboration with Control and Supervision Sector, under this project, organized and participated in preparation of the training for testing for the type evaluation and verification of moisture meters for cereal grain and oilseeds testing. Training was held in Control and Supervision Section Zrenjanin with 14 participants from Group for certification, Sector for development of metrology, Control and Supervision Sector, from DMDM, and two authorized bodies for verification of moisture meters.

"Seminar on the Implementation of the Regulation on pre-packaged products" was held on October 3 and 4, 2013, organized by the Serbian Chamber of Commerce and the Directorate of Measures and Precious Metals, in Serbian Chamber of Commerce. The seminar is aimed that target group become acquainted with the Registration and registration of packers and importers. The seminar was attended by over 100 representatives of packers and importers responsible for packing and import of pre-packaged products.

The guests were greeted on behalf of the Directorate of Measures and Precious Metals, Lucia Dujović, Assistant Director. Coordinator of the seminar was Branka Radanov, coordinator of testing and supervision of pre-packaged products.

The seminar was carried out to include the theoretical and practical parts (workshop and guidelines for packers. The speakers were a team from the Directorate: Branka Radanov, Ljiljana Mićić, Ruža Krajninger Vuković, Tamara Kalinić , Dušan Jovanović, Boško Stefanović and Aleksandar Kostić. Attendees in the section "Questions and Answers" set up a number of issues related to the certification mark the "e", test of pre-packaged products, issues related to internal control, measuring bottles and other issues related to this broad area, and get answers to them in accordance with the Regulation on pre-packaged products, WELMEC guidelines and the Law on Metrology.

Directorate of Measures and Precious Metals and Ministry of Economy organized a Seminar on the implementation of the Regulation on measuring instruments. The seminar was held on October 4, 2013 at the Palace "Serbia", with the goal that industry in the Republic of Serbia become acquainted with metrological requirements for measuring instruments used in the measurement function for public interest, public health, public safety, public order, protection of the environment, protection of consumers, levying of taxes and duties and fair trading, for water meters, gas meters and volume conversion devices, active electrical energy meters, heat meters, measuring systems for continuous and dynamic measurement of quantities of liquids other then water, automatic weighing instruments, taximeters, material measures, dimensional measuring instruments and exhaust gas analysers under the Regulation on measuring instruments, published in the "Official Gazette of RS", No. 61/2013.

The guests were welcomed by Snežana Matic, from the Ministry of Economy and Lucia Dujović, Assistant Director of the Directorate of Measures and Precious Metals.
