At the NIS gas station, Blok-Promet in Debeljaca, on July 26, 2011, was implemented the training and demonstrated the method in real conditions, for the volumetric tank verification according to Regulation on metrological instructions for verification of horizontal cylindrical tanks by volumetric method (Glasnik DMDM, no.3/2005). The tank of rated capacity NV = 20 m3 was chosen.

Training and demonstration of methods were implemented by Dr. Branislav Tanasic and Mrs. Maca Radujkov.

Directorate of Measures and Precious Metals – DMDM and Institute of Metrology of Bosnia and Herzegovina signed on November 4, 2011, the Memorandum of Understanding and Cooperation. On behalf of DMDM Memorandum was signed by Mrs. Vida Zivkovic, M.Sc., Director of Directorate of Measures and Precious Metals, and on behalf of Institute of Metrology of Bosnia and Herzegovina Memorandum was signed by Mr. Zijad Dzemic, M.Sc., Director of Institute of Metrology of Bosnia and Herzegovina.

Directorate of Measures and Precious Metals hosted students of Mechanical Engineering Faculty and the University “Singidunum”, from Belgrade, on December 15, 2011. On that occasion, the students were acquainted with the most important information related to the metrology system in the Republic of Serbia with special emphases on the role of DMDM, as a National Metrology Institute of the Republic of Serbia. Laboratories in DMDM were briefly presented.

Professional visit included a tour of laboratories of Directorate, in which national standards of SI units are kept and where the most accurate calibration methods are applied for dissemination of values of SI units to end users and establishment of link with the international standards. Also, on that occasion, students were introduced with the measurement methods, standard and measuring equipment in laboratories for testing and calibration, including the questions of students from their sphere of interest.

Directorate of Measures and Precious Metals on December 6 and 7, 2011, was realized peer visit by technical experts of the Bulgarian national institute, Bulgarian Institute of Metrology - BIM, in the fields of mass, temperature, time and frequency and acoustics.

Based on EURAMET Project No. 1208 and EURAMET Guide for onsite visits, collegial assessment was conducted according to ISO/IEC 17025:2005, checking to management requirements and technical requirements for calibration laboratories, in the mentioned areas for published calibration services CMCs in BIPM KCDB and for CMCs, which are being revised or are planning to be submitted to their regional metrology organization in the near future. The two-day highly interactive work and a collegiate atmosphere, sharing expert knowledge, resulting the perceptions of the management system, given in the peer visit report, which provides the foundation for the improvement of the quality management system. The results of peer visit and improving quality management system in DMDM will be presented at the meeting TC-Q, 2012, in Warsaw, Poland.

In Novi Sad, on December 2, 2011, organized by the Directorate of Measures and Precious Metals, in the laboratory of PE “Serbia Gas” and SE “Novi Sad – Gas” was held the training aimed to familiarize participants with the requirements and methods for verification of gas-meters with bellows. In the laboratory of SE “Novi Sad – Gas”, participants are familiarized with the review of gas-meters with bellows on the device with critical nozzles, and in the laboratory of PE “Serbia Gas” on the device with a bell and on the device with the gas-meters with liquid.

Training was attended by representatives of all departments for control and supervision of DMDM, Department for metrology supervision in DMDM, and colleagues from laboratory of PE “Serbia Gas”.

Mediators were Dr. Branislav Tanasic, Mr. Nikola Sovric and Mrs. Maca Radujkov from DMDM, and on behalf of the PE “Serbia Gas” the participants were welcomed by Mr. Zoran Vuckovic.

Organized by the Ministry of Economy and Regional Development (MERR) and the Directorate of Measures and Precious Metals (DMDM) on November 25, 2011 was held a joint meeting with the authorized bodies to perform verification of measuring instruments, in resolving initial problems, concerns and outstanding issues with which the authorized bodies met so far.

Meeting was opened by Mrs. Jelena Popovic, Assistant Minister of Economy and Regional Development and handed conduct of the meeting to Mrs. Vida Zivkovic, M.Sc., Director of the Directorate of Measures and Precious Metals.

Meeting was attended by representatives of the Ministry of Economy and Regional Development, Directorate of Measures and Precious Metals, the Accreditation Body of Serbia and the authorized bodies.

Organized by the Directorate of Measures and Precious Metals in period from November 8 to 10, 2011, in Kladovo was held the Seminar: Directorate and authorized bodies – partnership to reliable results in metrology for better life and better future.
Seminar was opened by Mrs. Vida Živković, M.Sc., Director of Directorate of Measures and Precious Metals.

Agenda of the Seminar included the following presentations: Results of the work of Directorate during the year 2011; Results from 24 meeting of the General Conference on Weights and Measures – CGPM; Legislative activities in the field of metrology during the years 2010 and 2011; Results of metrological supervision in 2011; Presentation of information of public interest – training of employees; Preview of the new capabilities of Microsoft Word 2007/2010; Type evaluation and approval, theoretical part; Presentation of capabilities for verification of measuring instruments by the authorized bodies and Workshop on type evaluation and approval, practical part.

Seminar, in addition to employees of Directorate of Measures and Precious Metals, attended by representatives of the authorized bodies Vaga Legal d.o.o. Belgrade, Мehanika MD D.O.O Trstenik; Tehnopetrol SA DOO Gadzin Han and Rohe, d.o.o. for foreign trade and service, Belgrade, who demonstrated its capabilities in performing verification of measuring instruments.

Congress of Metrologists 2011

In Kladovo from October 17 to 19, 2011, was held Congress of Metrologists 2011, organized by Society of Metrologists, with the support of the Faculty of Civil Engineering, University of Belgrade and Directorate of Measures and Precious Metals, with the special emphasis on measurement in civil engineering.

Congress has presented more than 50 papers, divided into plenary session and seven sessions (Civil Engineering, Electrical Quantities Measurement, Geometrical Quantities Measurement, Electrical Quantities Measurement II, Traceability in Metrology, Measurement of Flow, Temperature and Heat, Education and Training in Measurements and Instruments).

Congress presented statements by authors from countries in the region. Directorate of Measures and Precious Metals has had nine statements from various fields of metrology.

Organized by the Directorate of Measures and Precious Metals, on October 25 and 26, 2011, in Ministry of Economy and Regional Development, lectures were held in order to introduce new legislation in the field of metrology, as well as transposition of Non-Automatic Weighing Instrument – NAWI Directive 2009/23/EC and Directive 2004/227EC and 2009/137/ЕС on Measuring Instruments – MID in domestic legislation.

The meeting was attended by representatives of the Ministry of Economy and Regional Development, Snezana Matic, Head of Department for strategy and policy of development of standardization, accreditation and metrology and Zeljko Lalic, advisor, and representatives of Directorate of Measures and Precious Metals Lucija Dujovic, Assistant Director for the Control and Supervision Sector, Predrag Djuric, Head of Group for mass, force and pressure, Dejan Kovacevic, Head of Department for metrology supervision, Tatjana Cincar- Vujovic, Head of Division for electrical quantities, Dusan Horvat, junior metrologist at the Division for electrical quantities, as well as numerous manufacturers, importers, representatives and repairers of mass measuring instruments and electrical energy meters.

In Belgrade, on September 14 and 15, 2011, was held the First conference on science and opus of Milutin Milanković called "Calendar knowledge and contribution of Milutin Milanković".

The conference, sponsored by the University of Belgrade, was organized by the Association Milutin Milanković, in cooperation with several faculties, institutes, companies and the Directorate of Measures and Precious Metals.

This was the first in a series of conferences, devoted to areas of scientific expression of Milutin Milanković and recognition of his scientific contributions. The conference aimed to address the issue of calendar knowledge multidisciplinary from the view: mathematical and astronomical theories of measurement and computation of time and annual cycles; calendar knowledge history from ancient times to today, and so on.

By invitation of the organizers, Mrs. Jadranka Marendić-Miljkovic M.Sc. from DMDM gave a lecture entitled "The scientific basis of timing."

The 16th meeting of the EA-LC/WG ILC’s calibration was held in Berlin on September 21 to 23, 2011.
The organizer of the meeting was DakkS, the German Accreditation Body. The meeting was chaired by Mr. Andre Burrel, coordinator of the Working Group EA-LC/WG ILC’s calibration, and was attended by representatives of the Accreditation Body of Serbia.

Meeting presented the current status of activities and regional PT interlaboratory comparisons according to the plan, which is defined in the earlier period (calibration of accelerometers and sound pressure level meter, fields of calibration: roughness, torque, power).

In the “Official Gazette of RS”, No. 70/11 of September 23, 2011, is published Regulation on requirements for the recognitions of national standards, which will come into force on October 1, 2011.

This Regulation shall closely prescribe requirements for the recognitions of standards of the Republic of Serbia as a basis for assigning the values of certain quantity to other standards of that quantity.

TEHNIS - Portal

Sector for Quality Infrastructure of the Ministry of Economy and Regional Development created a portal TEHNIS (more on http://www.tehnis.merr.gov.rs) to enable to businesses facilitated information on technical requirements, which has to be fulfilled to place products on the market of the Republic of Serbia.

TEHNIS as unique information center on Serbian technical regulations includes portal, application software and database with registries related to technical regulations. In accordance with the Law on Technical Requirements for Products and Conformity Assessment („Official Gazette of RS”, No. 36/90), in addition to the registry of all valid technical regulations, TEHNIS also contains three registers as follows:

  • Register on regulations in preparation,
  • Register of designated and authorized bodies for conformity assessment, and
  • Register of recognized foreign certificates of conformity.

Directorate of Measures and Precious Metals was, within EURAMET Focus Group Action Plan for 2011, the host of the training on DC and AC current and resistance, in Belgrade, from September 13 to 14, 2011.

Trainees were representatives of South East European countries: two metrologists from each, Bureau of Metrology of FYR of Macedonia (BoM), Institute of Metrology of Bosnia and Herzegovina (IMBiH), Bureau of Metrology of Montenegro (MBM), General Directorate of Metrology (DPM) and four metrologists from Division for electrical quantities in Directorate of Measures and Precious Metals (DMDM). Seminar was held in cooperation with the National Metrology Institute of Germany (PTB).
Lecturer was an expert in the field of electrical quantities Mr. Funck Torsten (PTB), Head of Laboratory for AC-DC transfer and impedance.

Training was interactive. First day was dedicated to training in field of electrical resistance: calibration of resistance meter as well as calibration of standard resistors and calibrators. It was also discussed procedures for safe transport of standards with regards of calibration and interlaboratory comparison.
Calibration in the field of DC and AC current (measuring instruments, generators, amplifiers) was scheduled for second day of training.

For all these examples measuring uncertainty budgets were discussed.
Training was successfully completed. It was noted by participants that it would be helpful to organize practical after theoretical training for particular quantities, depending on the needs and interests of some National Metrology Institutes.

Vacancy announcement: Director of BIPM

The Comité International des Poids et Mesures (CIPM) invites applications for the post of Director of the Bureau International des Poids et Mesures (BIPM), which will fall vacant in the first half of 2014 on the retirement of the present Director, Prof. Dr. M. Kühne.
Closing date for applications: 1 December 2011.

Between June 15 to 16, 2011, in Dublin, Ireland, Meeting of the Working Group ЕА WG in the Health Care Sector Laboratory Medicine was held. Meeting was attended by representatives of national accreditation bodies and representatives of professional organizations. Meeting of the working group was chaired by Dr. Rolf Straub (SAS).

Some of the topics discussed at the meeting related to the:

  • Status of accreditation of medical laboratories;
  • Accreditation of Point of Care Testing (POCT);
  • Preparation of training for technical assessors for laboratory medicine;
  • In Vitro Diagnostic Medical Devices Directive- 98/79/EC;
  • Expression of the scope of laboratory medicine accreditation.

On August 5, 2011, the Regulation on the contents, and the manner of keeping records kept by the authorized body, was published in “Official Gazette of RS”, No. 58/11 and shall enter into force on August 13, 2011.

This Regulation prescribes the content and the form for records, and manner of keeping records kept by the economy entities or other legal entities which are authorized to perform verification of measuring instruments.

On August 9, 2011, the Regulation on the kind, form and the manner of placing state marks used in verification of measuring instruments, was published in “Official Gazette of RS”, No. 57/11 of August 1, 2011.
This regulation prescribes the kind, form and manner of placing state marks that are used in verification of measuring instruments, and closer to the form and content of the certificate of verification of measuring instruments and certificate of type approval of measuring instruments.
Upon entry into force of this Regulation ceased to have effect the Order on the kinds, forms of state and other marks used in verification of measuring instruments ( “Official Gazette of SCG”, No. 25/06).

Directorate of Measures and Precious Metals took part in CCL-K11 key comparison of national primary standards of length which was held in period from June 27 to July 01, 2011, at Austrian NMI BEV (key comparison of optical frequency / wavelength standards).

The CCL-K11, being a key comparison, is designed to provide a technical basis for the review of CMC in the field of standard based optical frequency/wavelength calibrations, specifically those that are given under the entries 1.1.1 and 1.1.2 in the list of “Classifications of services in length”, e.g.

On April 16, 2011, has become effective "Directive on conducting verification of horizontal cylindric tanks by manual geometric method". In order to train employees in Divisions for Control and Supervision of the Directorate of Measures and Precious Metals (DMDM) for this method of verification, on June 10, 2011, at Petrol station NIS, Blok-Promet, Boljevac, was realised training and demonstrated method in real terms. Tank for measure volume TNG, NV = 30 m3 was chosen.
