24. i 25. februara 2010. godine, u Briselu je održan Peti sastanak Tehničkog komiteta za kvalitet Evropskog udruženja nacionalnih metroloških instituta - EURAMET, EURAMET/TC-QUALITY (TC-Q), na kojem su predstavnici Direkcije za mere i dragocene metale (DMDM) izložili prezentaciju QMS periodične reevaluacije.
Petom sastanku tehničkog komiteta za kvalitet EURAMET TC-Q prisustvovali su predstavnici iz 32 države i predstavnici EURAMET, EU, EA i, po pozivu, APMP sa ukupno 61 učesnikom.

Tehničkim komitetom predsedava Pavel Klenovský, Češka, a domaćin skupa je bio SMD Belgija.

Svoje incijalne QMS prezentacije predstavili su kolege iz NILU Norveška, UBA Austrija i LATMB Latvija. Svoje QMS periodične reevaluacije prezentovali su: BIM-NCI, Bugarska, DZM, FSB-LPM, FSB-LMPD, FSB-LIMS, FER-PEL, Hrvatska, VMT/LEI, VMT/VMC, VMT/PFI, Litvanija, INM, IFIN-HH, Rumunija i DMDM, Srbija.

Posebni utisak na sve prisutne ostavila je prezentacija DMDM, Srbija, koju je izlagala direktor mr Vida Živković, uz podršku Borisa Laštra, pomoćnika direktora Sektora za razvoj metrologije i Tatjane Cincar-Vujović, šefa Odseka za električne veličine. Predsedavajući je konstatovao da je prezentacija Direkcije QMS reevaluacije sažeta, jezgrovita, pregledna, jasna i sa vidljivim rezultatima. Kolege iz drugih NMI su, po izlaganju, prilazili timu DMDM čestitajući na uspešnoj prezentaciji.

Posebna izlaganja imali su gospodin Trevor Thompson, UKAS, EA na temu: "Aktuelni rezultati etaloniranja" i gospodin Christophe Quetel, IRMM, EU, na temu: "Metode validacije i sledivosti u slučaju merenja neorganske hemijske reference u IRMM – ilustracija i primeri".

Na poziv za učešće na sastanak TC-Q, odazvala se gospođa Ajchara Charoensook, APMP (Asia Pacific Metrology Programm), Azija, koja je prezentovala rad na temu: "Metrologija Azije, veza između akreditacije i metrologije".

Sastanak je završen zvaničnim pozivom i potvrdom da će se sledeći redovni godišnji sastanak TC-Q održati februara 2011. u Beogradu, u organizaciji Direkcije za mere i dragocene metale.

Directorate of Measures and Precious Metals held internal training for employees of the Divisions of Control and Supervision of the Directorate. Subject for training was term and a way of calculating measurement uncertainty.

On November 29, 2010, in the “Official Gazette of RS”, No. 89/10, promulgated the Regulation on the manner of authorizing economic entities and other legal entities to perform verification of measuring instruments and on keeping the register of authorized bodies, which was issued on the basis of Article 11 Paragraph 4 of the Law on metrology. This regulation prescribes the method for authorization of economic entities and other legal entities to perform verification of measuring instruments, keeping the register of authorized bodies, as well as other issues related to the work of authorized bodies.
In the same issue of the “Official Gazette of RS”, was released the Regulation on requirements for performing the verification of measuring instruments, which was issued on the basis of Article 8 Paragraph 2 of the Law on metrology. This regulation sets forth requirements for economic entities and other legal entities to perform verification of measuring instruments.

On December 6-7, 2010, in Sarajevo, Republic of Bosnia and Herzegovina, held the International Conference “Metrology of Bosnia and Herzegovina on its path towards integration into the European Union”, with a unique desire to present the national metrology institutions in the region and their experiences in the process of the accession to the European Union.

On November 23, 2010, in the “Official Gazette of RS”, No. 88/10, published a Decree on the performance of the metrological supervision, which was issued on the basis of the Article 45 of the Law on metrology. This Decree regulates the manner of performing the metrological supervision and the supervision over the use of legal units of measurement.

On November 17, 2010, in the “Official Gazette of RS”, No. 86/10, published the Regulation on the manner of recognition of foreign certificates, marks and signs of compliance, which was issued on the basis of the Article 33 Paragraph 3 of the Law on metrology. This Regulation regulates the manner of recognition the validity in the Republic of Serbia of foreign certificate of type approval of measuring instrument, a certificate on verification of measuring instrument, or verification marks and other marks of conformity issued abroad.

Directorate of Measures and Precious Metals (DMDM) held in Vrnjacka Banja on November 10-12, 2010 the second, regular, annual seminar “Implemented and planned activities in accordance with the new legal solutions in the field of metrology”.

Accreditation Body of Serbia (ATS) in the period of October 4-8, 2010 held a training of technical assessors for accreditation of control organizations according to SRPS ISO/IEC 17020:2002. The training consisted of lectures, practical examples of situation in practice and the test at the end of training, which is a condition for obtaining the status of candidate for the technical assessors to assess control organizations in the field of control of measuring instruments. Directorate of Measures and Precious Metals was attended by 13 participants.

Directorate of Measures and Precious Metals (DMDM) organized in Nis on October 7-8, 2010, a seminar on electricity meters. The 16 participants from DMDM and Divisions of Control and Supervision took part in the seminar, and seven more participants from Serbia and two from Republic of Srpska expressed their interest in the seminar. Thus, planned, internal seminar of DMDM, assumed a regional character.

On September 21, 2010, in the “Official Gazette of RS”, No. 68/10, published a Decree on the amount and payment of fees for the implementation of verification of measuring instruments, metrology expertise, type approvals of measuring instruments, testing of prepackages and other activities in the field of metrology.
This Decree establishes the amount of fees paid for the implementation of verification of measuring instruments, metrology expertise, type approvals of measuring instruments, testing of prepackages and measuring bottles to verify compliance with metrological requirements and other activities conducted by the Directorate of Measures and Precious Metals in accordance with the Law on metrology, as well as payment of such fees.

On the effective date of this Decree, the Decision on the amount and payment of fees to cover expenses in connection with the type approvals of measuring instruments and examination of standards, measuring instruments and reference materials samples (“Official Gazette of SMN”, No. 54/05 and “Official Gazette of RS”, No. 109/09).

On September 8, 2010, in the “Official Gazette of RS”, No. 63/10, published a Decision on establishing the Metrological Council, as an expert advisory body. Decision was adopted by the Government on the basis of the Article 12 Paragraph 1 of the Law on metrology (“Official Gazette of RS”, No. 30/10) and Article 43 Paragraph 1 of the Law on Government (“Official Gazette of RS”, No. 55/05, 71/05 – correction, 101/07 and 65/08).

In order to innovate the theoretical and practical knowledge and skills of the employees in the Divisions of Control and Supervision of the Directorate of Measures and Precious Metals (DMDM) were held trainings in various subject areas within the scope of work of the Directorate:
verification of non-automatic electromechanical weighing instruments;
verification of water meters;
calibration of weights and testing of mass comparators.

On July 21, 2010, in the “Official Gazette of RS”, No. 49/10, published the Regulation on the kinds of measuring instruments for which verification is mandatory and intervals of their periodic verification, which will come into force on July 28, 2010.
Upon entry in to force of this Regulation shall be repealed Ordinance on the measuring instruments for which verification is mandatory (“Official Gazette of FRY”, No. 30/02, 34/02 and “Official Gazette of SMN”, No. 32/03)

The 7th International Convention on Quality – JUSK ICQ 2010, with the motto: “Quality for European Integrations and World Integrations” was held from May, 31 to June, 3 at the Faculty of Mechanical Engineering, University of Belgrade, organized by JUSK – Single Association of Serbia for Quality, EOQ and ecoQ, from Greece.
Under the Convention was organized the First Special Conference: National Metrology System –State of the Art. The conference was chaired by Mrs. Vida Zivkovic, M.Sc., Director of Directorate of Measures and Precious Metals (DMDM), Mr. Boris Lastro and Miss. Lucija Dujovic, Assistants of Director of Directorate of Measures and Precious Metals, and the chairpersons of the sessions were Mrs. Vida Zivkovic, M.Sc., Miss. Lucija Dujovic, Dr. Jelena Pantelic-Babic, Mrs. Jadranka Marendic-Miljkovic, M.Sc., and Dr. Branislav Tanasic, also all from DMDM.

U „Službenom glasniku RS“, br. 109/2009 od 25.12.2009. godine objavljene su Odluka o izmenama i dopunama Odluke o visini i načinu plaćanja naknada za pokriće troškova u vezi sa ispitivanjem tipa merila i pregledom etalona, merila i uzoraka referentnih materijala i Odluka o izmenama i dopunama Odluke o visini i načinu plaćanja naknada za pokriće troškova u vezi sa ispitivanjem i žigosanjem predmeta od dragocenih metala, koje su stupile na snagu 2. januara 2010. godine. Naplaćivanje naknada počeće od dana stupanja na snagu pomenutih odluka.

U skladu sa zaključcima sa sastanka, koji je održan 2. decembra 2009. godine u Ministarstvu ekonomije i regionalnog razvoja sa predstavnicima Direkcije za mere i dragocene metale (DMDM) i Uprave za igre na sreću iz Ministarstva finansija, dogovoreno je da DMDM postupa po zahtevima stranaka u vezi sprovođenja propisa iz oblasti igara na sreću do 31. decembra 2009. godine.

Shodno tome, od 1. januara 2010. godine Direkcija za mere i dragocene metale više ne prima pomenute zahteve.
