The Rulebook on certification of automatic scales for measuring the mass of rail vehicles in motion was published in the "Official Gazette of RS", No. 115/2023 of December 22, 2023, which comes into force on December 30, 2023, and begins to be applied from January 1, 2025.

This regulation prescribes in more detail the method and conditions of periodic and extraordinary verification (hereinafter: verification) of automatic scales for measuring the mass of rail vehicles in motion (hereinafter: scales), the requirements that the scale must fulfill during verification, as well as the method of determining compliance requirements for scales.

The Rulebook on Certification of Automatic Dosing Scales was published in the "Official Gazette of RS", No. 115/2023 of December 22, 2023, which enters into force on December 30, 2023, and begins to be applied from January 1, 2025.

The Directorate for Measures and Precious Metals (hereinafter: DMDM), on December 20, 2023, hosted the students of the third year of basic academic studies, subject Production Technology and Metrology, Faculty of Mechanical Engineering, University of Belgrade.

During the visit to the DMDM, the students were introduced to the metrology system in the Republic of Serbia, the role of the DMDM as the national metrology institute of the Republic of Serbia in that system, the importance and method of ensuring metrological traceability to the international level, as well as the 150-year tradition of metrology in Serbia. Through promotional films, the beginnings of measurement in Serbia, the importance and role of DMDM, its competences, jobs and tasks in the field of metrology were presented.

The professional visit included a tour of the laboratories for mass, length and large volumes, where the students had the opportunity to get acquainted with the specific tasks and tasks of each laboratory, as well as with the national standards, which are kept, maintained and improved in those laboratories.

In Vrnjačka Banja, in the period from December 14 to 16, 2023, the Annual Meeting of employees of the Directorate for Measures and Precious Metals (hereinafter: DMDM) was held, where employees from all internal units of DMDM gathered, namely from: Belgrade, Novi Sad, Zrenjanin, Subotica, Niš, Kruševac and Užice.

On the first day, a meeting of all employees was held, at which Dejan Kovačević, mass metrologist, presented the proposals of the Group for Mass, Force and Pressure regarding amendments to the Law on Metrology.

At the meeting, the director of DMDM, Čedomir Belić, awarded individual awards for their contribution to the organization of the ceremonial academy on the occasion of marking the jubilee of 150 years of metrology in Serbia in the House of the National Assembly of the Republic of Serbia: Ana Gajić, employed at the workplace for analytical and professional-operational tasks and Jelena Orlović, employed at workplace for organizing metrological information in the Group for Information Technologies and Communication, Vanja Radojević Milošević, Head of the Department for Juridical, Human Resources, Professional Operating and Information Technology Affairs, Jasmina Pavlović, Head of the Group for Information Technologies and Communication, Slavica Simić, Head of the Group for Thermometry and Petar Veljić, Inspector II in the Group for Inspection Supervision of Items Made of Precious Metals. The director also awarded group awards for contribution to the preservation and development of the metrological system of Serbia to all organizational units in DMDM.

On the second day of the meetings, workshops were held where the DMDM work plan and program for 2024, as well as the Work Report for the previous 100 days, were created.

During the visit to the DMDM, the students were introduced to the metrology system in the Republic of Serbia and the role of the DMDM as the national metrology institute of the Republic of Serbia in that system, the importance and method of ensuring metrology traceability up to the international level, as well as the 150-year tradition of metrology in Serbia. Through promotional films, the beginnings of measurement in Serbia, the importance and role of DMDM, its competences, jobs and tasks in the field of metrology were presented.

The professional visit included a tour of the laboratories for mass, length, thermometry and large volumes, where the students had the opportunity to get acquainted with the specific tasks and tasks of each laboratory, as well as with the national standards, which are kept, maintained and improved in those laboratories.

On December 7, 2023, the students of "Dragomir Markovic" Primary School in Krusevac, accompanied by chemistry professor Gorica Jokic, visited the Directorate for Measures and Precious Metals (hereinafter: DMDM) - Department for Metrological Inspection Krusevac.

The students were introduced to the role, importance and work performed by DMDM as a national metrology institute, the concept of measuring physical quantities, symbols and units of measurement, the importance of metrology for everyday life.

The visit continued with a tour of the laboratories, a discussion about measurements, benchmarks and measurement units. In the mass and length laboratory, the students were shown scales, sets of weights, wooden meters and measuring rods, and the testing and calibration procedures were explained.

DMDM employees explained to the students the importance of testing and certifying utility meters: water meters, electricity meters, gas meters and heat meters, as well as legal obligations and deadlines for certifying these meters, as well as the procedure for extraordinary inspection of meters in use.

The Rulebook on certification of non-automatic scales was published in the "Official Gazette of the RS", number 99/23 of November 10, 2023, which entered into force on November 18, 2023, and begins to be applied from January 1, 2025. With the entry into force of this Rulebook, the Rulebook on Certification of Non-Automatic Scales ceases to be valid ("Official Gazette of RS", No. 90/23).

This rulebook prescribes in more detail the method and conditions of periodic and extraordinary verification (hereinafter: verification) of non-automatic scales, the requirements that a non-automatic scale must fulfill during verification, as well as the method of determining the fulfillment of requirements for non-automatic scales.

Director of the Directorate for Measurements and Precious Metals (hereinafter: DMDM), Cedomir Belic, on December 1, 2023, in the DMDM premises, hosted the directors of national metrology institutes from the region - Milica Ristovic Krstic, MSc, director of the Institute of Metrology of Bosnia and Herzegovina, Gordana Bajic, director of the Institute of Metrology of Montenegro and Paun Ilcev, director of the Bulgarian Institute of Metrology.

The previous day, distinguished guests attended the ceremonial academy marking 150 years of metrology in Serbia, which was held in the House of the National Assembly of the Republic of Serbia. On that occasion, director Cedomir Belic awarded them certificates of appreciation for successful cooperation and contribution to the work of DMDM.

This visit provided an opportunity to consider the possibility of further cooperation in terms of joint research, training, exchange of experts and implementation of the latest methods and technologies.

On Thursday, November 30, 2023, the Directorate for Measures and Precious Metals (hereinafter: DMDM) marked a great jubilee - 150 years of metrology in Serbia, with a ceremonial academy held in the House of the National Assembly of the Republic of Serbia.

The ceremonial academy was attended by the Minister of Science, Technological Development and Innovation, Dr. Jelena Begovic, the Minister of Internal and Foreign Trade, Tomislav Momirović, representatives of national metrology institutes from Bosnia and Herzegovina, Montenegro and Bulgaria, as well as numerous friends and associates of the Directorate for Measures and Precious metals.

The formal academy began with the anthem "God of Justice" performed by the choir "Obilic" AKUD Branko Krsmanovic. The director of DMDM Cedomir Belic and the curator of the Museum of Science and Technology Sasa Sepec spoke at the ceremony.

"The Directorate for Measures and Precious Metals, as a pillar of the metrological system of Serbia and an internationally recognized national metrological institution, has a mission to develop and ensure the implementation of an appropriate measurement infrastructure that ensures accurate, reliable and fair measurements, the purpose of which is to contribute to prosperity, improve the quality of life of citizens and increase competitiveness of the economy," DMDM director Cedomir Belic said at the ceremony.

At the very end of the ceremony, director Belic thanked all those present and presented certificates of appreciation for successful cooperation and contribution to the work of DMDM to the Minister of Science, Technological Development and Innovation, Dr. Jelena Begovic, to the Institute for Nuclear Sciences "Vinca", to the director of the Institute for Standardization of Serbia, Tatjana Bojanic, to the director of the Accreditation bodies of Serbia M.Sc. Dragan Pusara, director of the Personnel Management Service, prof. Dr. Danilo Roncevic, director of the Museum of Science and Technology Zoran Levic, general director of AD Insa Jovica Zaric, acting director of JP "Post Serbia" Zoran Djordjevic, director of RJ "Srbijamarka" of Post Serbia Dr. Adam Sofronijevic, former directors of DMDM M.Sc. Dragan Milosevic, Dr. Jelena Pantelic Babic and M.Sc. Vida Zivkovic, as well as directors of national metrology institutes from the region, M.Sc. Milica Ristovic Krstic, Gordana Bajic and Paun Ilchev.

After the ceremony, guests had the opportunity to see national standards obtained at the end of the 19th century, archival metrological materials, as well as objects from that period, which were exhibited in the hall of the National Assembly. A cocktail was arranged for all guests.

The Regulation on the Verification of Measuring Instruments and Measurement Systems for Continuous and Dynamic Measurement of Non-Water Liquids – Fuel Dispensing Devices has been published  in the "Official Gazette of the Republic of Serbia," No. 96/2023 dated November 2, 2023, came into effect on November 10, 2023, and is applicable from January 1, 2025.

This regulation specifies the methods and conditions for the periodic and extraordinary verification of measuring instruments and measurement systems for the continuous and dynamic measurement of non-water liquids – fuel dispensing devices. It outlines the requirements that fuel dispensing devices must meet during verification, as well as the process for determining compliance with these requirements.

On 9th of November, 2023 the International Bureau of Weights and Measures (BIPM) published a new calibration and measurement capability (CMC) in the KCDB 2.0. database of Directorate of Measures and Precious Metals in the field of chemistry, category organic solutions.

For the first time, measurement and calibration capability of ethanol in water solutions, mass fraction in the measurement range [0.1 to 8] mg/g, was published. More information regarding CMC in the field of chemistry can be found in the BIPM KCDB .

Directorate for Measurements and Precious Metals (hereinafter: DMDM), Section for Dimensional, Optical quantities and Acoustics, plans to organize an inter-laboratory comparison (PT-scheme) in the area of ​​acoustics, sub-area measuring microphones:

1. Calibration of measuring microphones
All interested legal entities who wish to participate in the mentioned comparison can submit a request/application on the form Request for issuing a report on interlaboratory comparison (https://www.dmdm.rs/sr/obrasci), to the address: Directorate for Measures and Precious Metals, 11000 Belgrade, Mike Alasa 14 or by email: This email address is being protected from spambots. DMDM, as a pilot laboratory, after collecting the applications, will agree with the participants on the technical protocol of the inter-laboratory comparison and determine the start date of the mentioned activity.
Participating laboratories will be obliged to transport the artifact to the next laboratory participating in the interlaboratory comparison at their own expense and in accordance with the pre-agreed schedule from the technical protocol of the interlaboratory comparison.
For participation in the interlaboratory comparison, in accordance with the Law on Republic Administrative Fees, a republican administrative fee is paid, namely:

- request fee in the amount of RSD 380.00. Proof of payment of this fee shall be submitted with the request for issuing a report on inter-laboratory comparison;
- fee for inter-laboratory comparison, per working hour, in the total amount of RSD 40,200.00. This fee is paid after the application is submitted, based on the payment order submitted by DMDM.
The stated amounts may be changed in the event of an amendment to the Law on Republic Administrative Fees.

The rulebook on the certification of automatic scales with the addition of continuous measurement results was published in the "Official Gazette of the Republic of Serbia" No. 93/23 of October 27, 2023. and will enter into force on November 4, 2023, and will be applied from January 1, 2025.

This rulebook prescribes in more detail the method and conditions of periodic and extraordinary verification of automatic scales with the addition of continuous measurement results, the requirements that the scale must meet during verification, as well as the method of determining the fulfillment of requirements for scales.

The rulebook on the certification of gauges and measuring systems for continuous and dynamic measurement of the amount of liquids other than water - AdBlu dispensing devices was published in the "Official Gazette of the Republic of Serbia" No. 93/23 of October 27, 2023 and will enter into force on November 4, 2023 , and it applies from January 1, 2025.

This regulation prescribes in more detail the method and conditions of periodic and extraordinary verification of gauges and measuring systems for continuous and dynamic measurement of the amount of liquids other than water - AdBlue dispensing devices, the requirements that the AdBlue dispensing device must fulfill during verification, as well as the method of determining the fulfillment of the requirements for the AdBlue dispenser.

The Rulebook on the certification of water meters intended for use in households, business premises and light industry was published in the "Official Gazette of the Republic of Serbia" No. 90/23 of October 24, 2023 and will enter into force on November 1, 2023, and applies from January 1, 2025.

This regulation prescribes in more detail the method and conditions of periodic and extraordinary verification of water meters intended for measuring the volume of clean, cold or heated water for use in households, business premises and light industry, the requirements that water meters must fulfill during verification, as well as the method of determining compliance requirements for water meters.

The Rulebook on certification of non-automatic weighing scales was published in the "Official Gazette of the Republic of Serbia" number 90/23 of October 24, 2023 and will enter into force on November 1, 2023.

The representative of the Directorate for Measures and Precious Metals, Ljiljana Micic, head of the Volume and Flow Group, actively participated on October 19, 2023 in the meeting of the Subcommittee for Liquid Volume of the EURAMET Technical Committee for Flow (EURAMET TC-F), which was held via video - conferences.

The organizer of the meeting was the chairman of the Subcommittee for the volume of liquids EURAMET TC-F Elsa Batista, and the meeting was held in the presence of 20 eminent experts, representatives of national metrology institutes (NMI).

At the meeting, the statuses of the ongoing and completed key and supplementary comparisons were presented, as well as the plan of the planned international comparisons.

The revision of the guide EURAMET cg 21 "Guidelines on the Calibration of Standard Capacity Measures Using the Volumetric Method" has been completed and is expected to be published in early 2024, when it is planned to start the revision of the guide EURAMET cg 19 "Guidelines on the Determination of Uncertainty in Gravimetric Volume Calibration".

Ljiljana Mićić, in her capacity as the coordinator of the EURAMET project 1533 - Comparison of piston operated volumetric instruments, presented information on the supplementary comparison in which 14 national metrology institutes participate.

On Tuesday, October 17, 2023, the Directorate for Measures and Precious Metals (hereinafter: DMDM) hosted the students of the Technological and Metallurgical Faculty of the University of Belgrade.

On that occasion, students were introduced to the importance of metrology, as a science of measurements, which is present in all areas of human activity, the importance and method of ensuring metrological traceability to the international level, as well as the long tradition of metrology in Serbia. Through the promotional film, the importance and role of DMDM, as a national metrology institution, its competences, jobs and tasks in the field of metrology were presented.

The expert visit included a tour of laboratories for metrology in chemistry, thermometry, large and small volumes, as well as a laboratory for control on precious metals articles.

During the visit to the laboratories, the students had the opportunity to become more familiar with the measurement and calibration possibilities of DMDM, the international EMPIR projects in which DMDM participates, as well as other tasks performed as a national metrology institute.
