The International Bureau of Weights and Measures (BIPM) has announced calibration and measurement capabilities (CMCs) of Directorate of Measures and Precious Metals in the field of Electricity and Magnetism

On December 16, 2021, the International Bureau of Weights and Measures (BIPM) announced two new calibration and measurement capabilities (CMCs) of Directorate of Measures and Precious Metals in the field of alternating electric current in the KCDB 2.0 database.                           The calibration and measurement capability for AC calibrators has been expanded

for 5 A and 10 A values for the frequency range from 10 Hz to 10 kHz.

The Rulebook on Regloscopes

The Rulebook on Regloscopes was published in the "Official Gazette of the RS", No. 120/21, and enters into force on December 18, 2021.

This Rulebook prescribes the requirements for regloscopes, marking of regloscopes, the manner of determining the fulfilment of requirements for regloscopes, measurement methods, as well as the manner and conditions of verification of regloscopes.

With the entry into force of this Rulebook, the Rulebook on Regloscopes ("Official Gazette of RS", No. 26/15 and 49/15) ceases to be valid.

On December 15, 2021, Directorate of Measures and Precious Metals (DMDM) hosted third-year students of basic academic studies at the Faculty of Mechanical Engineering, University of Belgrade. On that occasion, students were acquainted with metrological system in the Republic of Serbia and the role of DMDM as the national metrological institute of the Republic of Serbia in that system. The student visit included a tour through laboratory for mass, length and acoustics.

The Rulebook on State Marks for Precious Metals Articles was published in the "Official Gazette of the RS", No. 114/21 of November 30, 2021. This Rulebook shall enter into force on December 8, 2021, and shall apply from June 1, 2022.

This Rulebook, among other things, prescribes new forms of state marks for gold and silver.

On the day of the beginning of the application of this Rulebook, the Rulebook on State Marks for Precious Metals Articles ("Official Gazette of RS", No. 7/13) shall cease to be valid.

From November 29 to December 3. 2021, in the Directorate of Measures and Precious Metals, Dr Jelena Bebić, Head of the Group for Metrology in Chemistry, held hands-on training for the production and certification of reference materials - ethanol in water. The training was attended by three employees from the Bureau of Metrology of North Macedonia (hereinafter: BOM). The training included the determination of ethanol purity by the Karl-Fischer method, gravimetric preparation of certified reference materials of ethanol in water, and analysis of measurement results obtained during their certification on a gas chromatograph.

Luka Gažević, a metrologist at Group for Metrology in Chemistry, demonstrated verification of refractometers, while Jasmina Zukan Banović, also a metrologist at Group for Metrology in Chemistry demonstrated verification of hydrometers, greap must meter, and alcoholometers.

Od 17. do 19. novembra. 2021. godine, u prostorijama Zavoda za metrologiju Crne Gore, Danka Pavlović, šef Odseka za kontrolu predmeta od dragocenih metala, održala je praktičnu obuku iz oblasti ispitivanja predmeta od dragocenih metala XRF metodom.

Obuka je obuhvatala snimanje referentnih materijala od zlata, srebra i platine, čime je obogaćena baza spektara referentnih materijala u Xspect PRO softeru, kao i praktično određivanje finoće uzoraka iz programa ispitivanja osposobljenosti laboratorija za ispitivanje dragocenih metala (Round Robin i IAAO). Obuci su prisustvovali službenici Odjeljenja za dragocene metale.

Training in the field of mass

Training in the field of mass was organized in the Directorate of Measures and Precious Metals (hereinafter: DMDM) on November 10, 2021.

The Training was held by Dragan Pantić, Head of Group for Mass, Force and Pressure, and Boris Laštro, a metrologist for pressure – coordinator.

The training consisted of theoretical and practical parts related to the settings of the test method of electronic measuring and indicating devices in accordance with the guidelines given in WELMEC 2.1 (Guide for Testing Indicators (Non-automatic Weighing Instruments). The training was attended by metrologists from National Metrology Institute of Bosnia and Herzegovina: Haris Memić, Azmir Alić, and Ešef Dević, as well as Ivan Panić from DMDM.

Representative of Directorate of Measures and Precious Metals, Jasmina Lazarevic, metrologist for  ACV and ACI in the Section for Electrical Quantities, Time and Frequency participated in work of EURAMET Subcommittee of the Technical Committee for Electricity and Magnetism: DC & Quantum Metrology from 20th to 21st of October, 2021 which was held via video conference.

The organizer of the meeting was EURAMET, with participation of 39 experts, representatives of national metrology institutes (NMI).

Activities of all subcommittees that belong to the Technical Committee for Electricity and Magnetism were presented, the status of current and planned research programs, current European Metrology Network (EMN). Projects related to traceability and writing of guidelines for calibration results of current and finished key comparisons, as well as plans for additional comparisons, were presented.

In the presentation on EURAMET Capacity Building activities, part related to knowledge transfer was presented, also a platform for remote training that exists on the BIPM website was presented.  It is planed to constantly improve the platform and to provide opportunities for constant trainings in different fields of metrology.     

During the process of recertification, the Directorate for Measures and Precious Metals (hereinafter: the Directorate), once again successfully confirmed the compliance of the integrated system with the requirements of SRPS ISO 9001: 2015, SRPS ISO 14001: 2015 and SRPS ISO 45001: 2018.

During this assessment the existing scope of certification was expanded to include the following processes: calibration/testing of measuring instruments; type approval of measuring instruments/ certification of measuring instruments; verification of measuring instruments; development of new and improvement of existing measurement standards of the Republic of Serbia, including  calibration methods; testing and hallmarking of precious metals articles; approval of manufacturers hallmark, importers hallmark, including representatives, as well as approval of fulfilment of conditions for testing and hallmarking of precious metal articles in business premises;  deciding on entry in the register of purchasers of precious metals articles; metrological supervision of measuring instruments and use of measuring units; supervision on the work of authorized bodies for verification of measuring instruments; supervision on precious metals articles; use of state marks by authorized bodies; extraordinary review of measuring instruments in use; authorizing for performing verification of measuring instruments; conformity assessment based on quality assurance of the production process; conformity assessment based on unit verification of measuring instruments.

The certified integrated management system includes the following locations: headquarters of the Directorate in Belgrade, Department for Metrological Inspection Belgrade, Department for Metrological Inspection Kruševac, Group for Metrological Inspection Niš. Group for Metrological Inspection Novi Sad, Group for Metrological Inspection Subotica and Group for Metrological Inspection Zrenjanin.

Ending Daylight Saving Time

On the basis of the Law on time calculation („Official Gazette of SCG”, No. 20/06) in 2021 daylight saving time ends on Sunday, October 31, 2021, in 3 h 00 min 00 s, so that, by moving back by one hour, the time of 3 h 00 min 00 s counts as 2 h 00 min 00 s.

On September 2, 2021 the International Bureau of Weights and Measures (BIPM) published new calibration and measurement capabilities (CMC) of Directorate of Measures and Precious Metals in the field of pressure in the KCDB 2.0 database based upon significant results achieved in international comparisons EURAMET.M. P-S18 and EURAMET.M. P-S13. For the first time calibration and measurement capability of all kinds of standards and measuring instrument in the range from 10 MPa to 100 MPa was published. More information regarding CMC in the field of pressure can be found in the database KCDB, BIPM.
Representatives of the Bureau of Metrology from Northern Macedonia, Bianka Mangutova Stoilkovska, Head of Quality and Mass Laboratory, and Mihajlo Miškovski, Head of the Department of Human Resources, visited Directorate of Measures and Precious Metals on September 21, 2021.
The expert visit included an exchange of experiences in the field of legal metrology, metrology of physical quantities of mass and pressure.

In Directorate of Measures and Precious Metals, on September 21, 2021, an internal training was held for the employees of the Section for verification of measuring instruments. The topic of the training was: Use of the portal for entering records on verified measuring instruments.
The training was held by Jasmina Pavlović, Head of the Information Technology and Communication Group.

By the decision of the Government of the Republic of Serbia number: 119-8282 / 2021 from September 9, 2021, Zoran Damnjanović was appointed acting assistant director of the Directorate for Measures and Precious Metals - Sector for Control and Supervision.

Representative of Directorate of Measures and Precious Metals, Ljiljana Mićić, Head of Group for volume and flow actively participated in EURAMET Technical Committee for Flow (EURAMET TC-F) from August 30 to September 2, 2021, as well as in meetings of the subcommittee for gas flow, liquid flow, speed of fluids and volume of liquid, which took place via video conference.
The host of the meeting was EURAMET and it was attended by 78 eminent experts, representatives of national metrology institutes (NMI), and designated laboratories from 29 countries.
At the meeting statuses of current research programs, current European metrology networks (EMN) as well as activities regarding CIPM MRA were presented. Also, results of current and finished key and additional comparisons were presented, as well as a plan of foreseen international comparisons.
At the meeting of the subcommittee for the volume of liquid, Ljiljana Mićić as coordinator of EURAMET project 1533 – Comparison of piston-operated volumetric instruments presented information on additional comparison which is planned to be realized in the next period among eleven NMIs.

Within the project “Support to the Quality Infrastructure in Serbia” that conducts the National metrology institute of Germany (PTB) five days training was organized in the Directorate of measures and precious metals (hereinafter: DMDM). The training in the field of acoustics, sub-field sound in the air took place from 16th to 20th of August 2021.

The training, which was based on the exchange of previous experience in this sub-field was held by Marin Chushkov, contact person for acoustics at EURAMET on behalf of the Bulgarian National Metrology Institute (BIM) and Boris Mihajlov, general manager of the accredited acoustics laboratory and general representative of B&K (Brüel & Kjær) for Bulgaria. The training consisted of theoretical and practical work related to the principles of measurement, measurement uncertainties, measurement method settings in DMDM, as well as a software solution for collecting and processing measurement results.

The training was attended by metrologists from DMDM: Slobodan Zelenika, Head of Group for length, optical quantities and acoustics, Gordana Stefanović, metrologist for acoustics, roughness and shapes and Neboša Stanković, metrologist for lengths. All of the participants of the training expressed satisfaction, both because of the information received and because of the good and efficient organization of training in DMDM.

Representatives of Directorate of Measures and Precious Metals, Marina Pavićević metrologist for electrical resistance and Jasmina Lazarević, metrologist for AC voltage and electricity in the Section for Electrical Quantities, Time and Frequency attended from 2nd to 3rd of June, 2021 the EURAMET Subcommittee of the Technical Committee for Electricity and Magnetism: DC & Quantum Metrology.

Representative of Directorate of Measures and Precious Metals, Jasmina Lazarević, metrologist in the Section for Electrical Quantities, Time and Frequency participated on June 14th and 15th, 2021 in the work of EURAMET Subcommittee of Technical Committee for Electricity and Magnetism (Subcommittee Low Frequency) which took place via video connection.
The meeting was organized by EURAMET, in the presence of 42 eminent experts, representatives of national metrology institutes (NMI) from different countries of the world.
At the meeting were presented new development projects related to new technologies, especially Josephson standard for application in the field of AC voltage, as well as results of current and finished EMPIR projects.
